The article focuses on the process of shaping social policy in the European Economic Community as well as the factors conditioning it in the fields of family support, education and public healthcare. It covers the period from the inception of the EEC to the signing of the Treaty on European Union in 1992 in Maastricht. The characteristic feature of Community social policy in mentioned-above areas was monitoring global trends in social issues and determining the EEC desired direction of aspirations along with defining general standards in the area of social policy. It was concluded that the further harmonious development of the Community would not be possible without making arrangements to solve problems common to all the Member States, such as unfavorable demographic projections, the need for adjusting the methods of education and training to the changing trends in the labor market or the epidemiological threats to the health of European citizens.

The use of legal highs increases risks in the area of public health in Poland. The law providesfor criminal liability for possession as well as the trade of NSP, however, it does not providefor the compulsion of treatment for addicts. The material used as a starting point for a practicalpresentation of the discussed issues was statistical data on the intake of “legal highs” in Polandin the years 2015–2017, including the number of deaths caused by their use. The authors alsoconducted a study in the form of analysis of data contained in individual medical records ofpatients hospitalized in the Acute Poisoning Department of J. Nofer Institute of OccupationalMedicine in Lodz due to the consumption of new psychoactive substances. The paper uses themethod of analysis of the existing legal regulations, referring at the same time to the doctrineof law and the emerging line of jurisprudence. The analysis of the legitimacy of the introductionof compulsory treatment mechanisms for people returning to the use of designer drugsshows the tendency of their cyclical use by patients of the acute poisoning department IMPin Lodz. In connection with the number of legal highs poisonings in Poland, it is necessary tointroduce legal algorithms of conduct concerning the obligation to treat persons using designerdrugs harmfully and persons addicted to them. Legal highs, compulsory treatment, newpsychoactive substances, legal highs poisoning, protection of public health.

Stosowanie dopalaczy zwiększa zagrożenia w obszarze zdrowia publicznego w Polsce. Prawoprzewiduje odpowiedzialność karną tak za posiadanie, jak i za handel dopalaczami, jednaknie przewiduje przymusu leczenia osób nadużywających dopalaczy i osób uzależnionych.Materiałem, który posłużył jako punkt wyjścia do oceny omawianej problematyki, były danedotyczące spożycia „dopalaczy” w Polsce w latach 2015–2017, w tym liczby zgonów spowodowanychich używaniem. Dokonano analizy danych zawartych w indywidualnej dokumentacjimedycznej pacjentów hospitalizowanych w Oddziale Ostrych Zatruć Instytutu MedycynyPracy im. J. Nofera w Łodzi, w związku ze spożyciem nowych substancji psychoaktywnych,a także analizy regulacji prawnych, odwołując się do doktryny prawa i aktualnej linii orzeczniczej.Zasadność wprowadzenia prawnego przymusu leczenia osób powracających do stosowaniadopalaczy wskazuje na tendencję do ich cyklicznego stosowania przez pacjentów OddziałuOstrych Zatruć IMP w Łodzi. W związku z dużą liczbą przypadków zatruć dopalaczamiw Polsce, konieczne jest wprowadzenie prawnych algorytmów postępowania w zakresie obowiązkuleczenia osób nadużywających dopalaczy oraz osób od nich uzależnionych.
