The article addresses the concept of asset-based welfare which is a growing research area focused on the role of household estate in old-age security. The paper begins with a general background on the concept of asset-based welfare with particular reference to housing wealth. The author discusses its main features, according to which the individual accumulation of wealth can be a viable alternative to the public system of social policy, especially with regard to old age income support. In the second part, he uses this concept to assess social policy in Poland. Special attention is given to the changes in the tenure structure of the housing system in Poland that resulted from transition to the market economy. The author also emphasizes main limitations of the concept of asset based-welfare and its potential distributional consequences.

The topic of suggested paper concerns the one of basic economic problems the growing expenditures connected with functioning pension systems in the countries of European Union. The main purpose is presenting the disparity of expenditures for public pensions in countries of European Union and their projection until the 2050. While discussing so important and present in many countries theme of pension security, the general characteristic of cooperation of members of the EU and EFTA in the area of social protection has been made. Particularly, the hitherto existing operations taken in the range of Open Method of Coordination of pension systems, which is realized since the year 2000, have been presented. Besides, the synthetic variable has been applied for the general evaluation of the degree of diversification of expenditures for social protection (EU and EFTA) and public pensions in countries of the European Union. It allowed to describe and set countries in order from the point of view of analysed phenomenon.

Omówiono jeden z podstawowych problemów ekonomicznych, czyli rosnące wydatki związane z funkcjonowaniem systemów emerytalnych w krajach Unii Europejskiej. Głównym celem było przedstawienie różnic wydatków na publiczne systemy emerytalne w krajach Unii Europejskiej oraz ich prognozy do roku 2050. Dokonano również charakterystyki ochrony socjalnej w państwach członkowskich UE i EFTA. Omówiono otwartą metodę koordynacji dla systemów emerytalnych, która jest stosowana w krajach UE od 2000 r. Oprócz tego zastosowano zmienną syntetyczną do ogólnej oceny stopnia zróżnicowania wydatków na rzecz opieki socjalnej (UE i EFTA) i publicznego systemu emerytalnego w krajach Unii Europejskiej.
