W niniejszym artykule przedstawiono ujęcie instytucji w świetle rozważań ordoliberalnych ekonomistów – Euckena W. i Erharda L. – o konkurencyjnym porządku gospodarczym. Konsekwencji i spójności posunięć z zakresu polityki gospodarczej przeciwstawiane są błędy wynikające z dyskrecjonalnego uprawiania polityki gospodarczej, które skutkują utratą całościowego spojrzenia na gospodarkę. Transformacja ujmowana w świetle potrzeby szybszego tempa zmian nie może być oderwana od silnego wpływu państwa na kształtowanie ładu gospodarczego, stąd skazana jest ona na konstruktywizm jako na podejście najbardziej możliwe choć wysoce niedoskonałe.

The paper presents an approach to institutions elaborated by ordoliberal economists Eucken W. and Erhard L. based on the notion of competitive economic order. The consequence and coherence was there opposed to discrepancy of economic policy inducing fallacies and loss of wholeness when glancing at the economy. Therefore, the economic transformation ought not to be detached form the influence of the state in terms of constructing socio-economic order, and is thus inevitably built on constructionism as an approach highly imperfect though the most possible.

Dynamiczny rozwój gospodarki światowej, procesy globalizacji oraz rosnąca konkurencyjność stawiają nowe wyzwania większości krajów. Rozwój nowych technologii, nowe metody wytwarzania, rozwój wiedzy sprawiają, że gospodarki krajów rozwijających się są zmuszone podążać za krajami wysoko rozwiniętymi. Innowacje należą do podstawowych źródeł uzyskiwania przewagi konkurencyjnej przez wiodące w gospodarce przedsiębiorstwa. Przekłada się to także na wzrost i nowoczesność gospodarki kraju. W kontekście tych działań niezbędne jest, aby wspierać innowacje, tworząc odpowiednie warunki oraz wspierając wiodące polskie przedsiębiorstwa. Celem strategicznym państwa polskiego jest podniesienie poziomu innowacyjności gospodarki. Gospodarka polska stoi przed poważnymi wyzwaniami. Konieczne jest zintensyfikowanie działań w zakresie zwiększenia innowacyjności, efektywności, wspierania badań i rozwoju, realizacji strategii innowacyjnej. Niezbędna jest konsekwentna polityka innowacyjna oraz właściwe funkcjonowanie NSI.

Dynamic development of the world economy, globalization processes as well as increasing competitiveness pose new challenges to majority of countries. Advancement of new technologies, new methods of production, knowledge development are forcing developing countries to follow highly developed countries. Innovations are the main source of competitive advantage for the leading companies in the economy. They are directly translated into growing and modern economy of a given country. In respect to this discussion, actions supporting innovations and leading Polish companies are a necessity. Due to the fact that Polish economy is facing serious challenges, the strategic goal of a government is to improve its innovation performance. Emphasis should be put on efforts to develop innovativeness and effectiveness, support research and development and realize innovation strategy. A comprehensive innovation policy and appropriately functioning NIS are a high issue.

W artykule skoncentrowano się na przedstawieniu trajektorii zmian przedsiębiorczości społecznej w Polsce, akcentując temporalny i procesualny charakter zjawiska. Celem artykułu jest opis przebiegu rozwoju przedsiębiorczości społecznej w perspektywie makro oraz identyfikacja na tej podstawie czynników, które mogą determinować jej rozwój, stanowiąc tym samym przedmiot dalszej refleksji teoretycznej. Tekst bazuje na kwerendzie literatury z zakresu przedsiębiorczości społecznej i jej analizie. Rozważania prowadzą do wniosku, że w analizie zjawiska ważne miejsce ma dziedzictwo historyczne oraz czynniki prawno-instytucjonalne. Tym samym wskazano na rolę otoczenia instytucjonalnego jako ważnej zmiennej determinującej rozwój przedsiębiorczości społecznej.

The article focuses on presenting the trajectory of changes in social entrepreneurship in Poland, emphasizing the temporal and processual nature of the phenomenon. The purpose of the article is to describe the development of social entrepreneurship in the macro perspective and to identify on this basis the factors that may determine its development, thus being the subject of further theoretical reflection. The text is based on a literature inquiry in the field of social entrepreneurship and its analysis. The considerations lead to the conclusion that in the analysis of the phenomenon, historical heritage and legal and institutional factors have an important place. Thus, the role of the institutional environment as an important variable determining the development of the social entrepreneurship was indicated.

W opracowaniu przedstawiono zagadnienia dotyczące instytucji i otoczenia instytucjonalnego w aspekcie przebiegu procesów innowacyjnych w polskiej gospodarce w latach 2004–2020, w świetle przyjętych do realizacji unijnych i krajowych dokumentów strategicznych i operacyjnych (programowych) Unii Europejskiej i Polski, Strategii UE "Europa 2020" i jej powiązań ze Strategią Rozwoju Kraju 2020 oraz Strategią Innowacyjności i Efektywności Gospodarki "Dynamiczna Polska 2020". Omówiono wyzwania rozwojowe i innowacyjne w gospodarce w okresie transformacji rynkowej i integracji europejskiej. W empirycznej części pracy podjęto próbę wielokryterialnej analizy skuteczności podejść do konstruowania systemu innowacji w gospodarce Polski. Spośród takich podejść jak narodowy system innowacji, regionalny system innowacji i system innowacji oparty w dużym stopniu na instytucjonalnie zabezpieczonej konkurencji między przedsiębiorstwami wskazano na narodowy system innowacji jako właściwy na obecnym poziomie innowacyjności gospodarki Polski. Analiza została poprzedzona opracowaniem na podstawie literatury przedmiotu najistotniejszych determinant skutecznego systemu innowacji w gospodarce rozwijającej się, jaką jest gospodarka Polski.

There is a presentation of institution problem and institutional environment in the light of innovation processes development undertaken in the paper. The focus is made on the case of Poland in 2004‒2020 through the analysis of the strategic and operational documents accepted and prepared to implement within the policy of the European Union and the policy of Poland. The relations between "Europe 2020" and Strategia Rozwoju Kraju 2020 as well as Strategia Innowacyjności i Efektywności Gospodarki "Dynamiczna Polska 2020" are stressed. Development challenges with the special role of innovativeness challenges are highlighted in the period of transformation system and the European integration. The empirical part of the paper encompasses the attempt to apply multi-criteria analysis to assess the effectiveness of three approaches to construct innovation system in Poland. Among such approaches to innovation system as national innovation system, regional innovation system and innovation system based on the heavy competition secured by anti-trust institutions, national innovation system has been recognized as the most appropriate at the present state of innovativeness of the economy of Poland.

The aim of the article is to present and assess the evolution of managers’ perception of institutional changes in Poland in 2009-2015. The significant deficiencies in public institutions as well as the quality of law are criticised by citizens, businessmen and politicians. There are no doubts that some institutional improvements have been made but criticism comes also from foreign experts and business organisations. The article shows and assesses the empirical results of the continuous research that the author began in 1997. A special emphasis, however, was on the findings of the period 2009-2015. The transmission of shifts in an institutional environment into current and long-term decisions made by economic agents is also discussed. JEL: K00; D78; P37

Celem artykułu jest prezentacja i ocena ewolucji postrzegania przez menedżerów zmian w środowisku instytucjonalnym w Polsce w latach 2009-2015. Niewystarczająca sprawność funkcjonowania instytucji publicznych i jakość prawodawstwa w Polsce jest krytykowana przez obywateli, przedsiębiorców i polityków. Mimo że dostrzegają poprawę, podobne oceny polskiego otoczenia instytucjonalnego formułują zagraniczni obserwatorzy. Przedstawiane w artykule oceny zmian w otoczeniu instytucjonalnym oparte są na własnych badaniach prowadzonych od 1997 r. W artykule zaprezentowano zarys kanałów transmisji warunków w otoczeniu instytucjonalnym na bieżące i długoterminowe decyzje ekonomiczne. JEL: K00, D78, P37
