Political party financing, disclosure and transparency are some of the key issues anti-corruption organizations in the Czech Republic have been promoting in the political agenda. Although long-term efforts to strengthen the legal framework have been unsuccessful until now (another attempt is taking place at the moment), some political parties have begun voluntarily implementing tools to increase transparency of election campaigns, namely the establishment of transparent (open to public oversight) bank accounts (TA). This article examines to what extent a TA for political parties and movements for the election campaign infl uenced and caused a real positive impact on the level of transparency in the financing of early elections to the Chamber of Deputies in 2013 in the Czech Republic. Particular attention is given to the income and expenditure transactions that were classified, according to the developed codebook, into several categories. Part of the monitoring is also to track spending costs on advertising, PR and media services and use data on TA to assess whether political parties and movements during the election campaign utilize traditional (printed) means of media presentation or rather new (and social) media. Finally, the article addresses the major weaknesses and limitations of the use of TA in the efficient oversight of political party financing.

The author attempts to answer the question: ‘which actions may be taken by a Deputy under Article 19(1) of the Act on the Exercise of the Mandate of a deputy or Senator in relation to companies with State shareholdings’. He provides an analysis of the following phrases ‘the right to obtain information and materials’, ‘the right to enter the premises where the information and materials are kept’ and ‘the right to inspect the activities’. As a consequence of the analysis, the author proposes that a narrowing interpretation of rights resulting from Article 19 of the Act must be adopted, and points to the need for ‘restraint in the exercise of rights specified in Article 19’, particularly ‘the right to inspect the activities’.

Artykuł przedstawia informacje na temat działalności Koordynatora Służb Specjalnych w Polsce, w szczególności zadania szczegółowe, zadania w zakresie nadzoru, zadania w zakresie kontroli, zadania w zakresie koordynacji oraz uprawnienia. W dalszej kolejności zostaną przedstawione informacje na temat uprawnień i zadań wykonywanych przez poszczególne służby specjalne: Agencję Bezpieczeń-stwa Wewnętrznego, Agencję Wywiadu, Służbę Kontrwywiadu Wojskowego, Służbę Wywiadu Wojskowego oraz Centralne Biuro Antykorupcyjne. Na zakończenie przedstawione zostaną wnioski dotyczące obowiązującego schematu współdziałania i nadzoru Koordynatora Służb Specjalnych nad działalnością poszczególnych służb specjalnych. W artykule zostały wykorzystane jedynie obowiązujące przepisy prawne, na podstawie których działa Koordynator oraz poszczególne służby specjalne, ponieważ 18 listopada 2015 r. nastąpiła istotna zmiana w obszarze nadzoru nad służbami specjalnymi i nie ma na ten temat aktualnej literatury.

Article presents informations about activity of coordinator of special service in Poland, particularly, detailed tasks, tasks in range of oversight, tasks in range of control, tasks in range of coordination and entitlement execute. Informations will be presented in (to) far sequence about entitlement and they execute by individual special services: Agency of Internal Safety, Agency of Interview, Service of Counter- Interview Military, Service of Interview Military and Central Anticorruption Office. Conclusions will be presented on completion concerning obligatory scheme cooperation and over activity of individual special service oversight of coordinator of special service. Obligatory legal regulations have been taken advantage in article on which (who) bases of guns coordinator only and individual special services as important change has followed (has stepped) in area of oversight of special services 18 November 2015 year and does not have on this theme of current literature.
