The principle of payment capability excludes taxes that apply to the entire community of the same amount, and also ensures that people with the same level of payment capability (horizontal equity) should pay the same amount of taxes. The decision whether a proportional, progressive or regressive rate is fair remains an individual matter. Tax justice should also be implemented through universality and equality with all citizens, so that the financial burden is proportional to the income generated.

Zasada zdolności płatniczej wyklucza podatki dotyczące całej społeczności o jednakowej wysokości, zapewnia ona także, że osoby o tym samym poziomie zdolności płatniczej (ang. horizontal equity) powinny płacić te same wielkości podatków. Rozstrzygnięcie czy stawka proporcjonalna, progresywna czy regresywna jest sprawiedliwa, pozostaje kwestią indywidualną. Sprawiedliwość podatkowa powinna też być realizowana poprzez powszechność i równość wobec wszystkich obywateli, aby obciążenia finansowe były proporcjonalne do osiąganych dochodów.
