The global economic crisis that hit all the national economies in the EU area stimulated the need for new approaches in the planning and implementation of regional development policy. This paper investigates the debates about the role of the city of Riga and its development potential as the biggest city in Latvia, whilst also looking at the challenges and opportunities created by the need to respond to global changes. The article discusses the relevance of certain factors and demonstrates the actions taken by national authorities to promote the more balanced development of Latvia, as well as the opportunities to apply a place-based approach in promoting the development of Riga as the capital city of Latvia.

Globalny kryzys gospodarczy, który dosięgnął gospodarek krajów Unii Europejskiej, unaocznił potrzebę nowego podejścia do planowania i realizacji polityki rozwoju regionalnego. Artykuł analizuje dyskusję dotyczącą znaczenia Rygi – jako największego łotewskiego miasta – i jej potencjału rozwojowego w kontekście wyzwań i możliwości związanych z koniecznością reagowania na globalne zmiany. W artykule omówiono znaczenie niektórych czynników mających wpływ na obecną sytuację, a także przedstawiono działania podjęte przez władze krajowe w celu równoważenia rozwoju na Łotwie. Ponadto ukazano możliwości zastosowania podejścia ukierunkowanego terytorialnie w promowaniu rozwoju Rygi jako stolicy Łotwy.

The EU’s regional development policy is gradually moving from the redaction of regional disparities towards regional development growth. The role and involvement of regional and local authorities in regional development policy is increasing. Global changes and challenges call for a growing need to develop more efficient regional development policy instruments that would result in growth and increased quality> of life. Place-based approach is a strategic approach aimed at the development of territorial resources. The aim of this research is to evaluate the role of place-based approach in regional development, to identify and assess the main elements and opportunities brought by the implementation of such an approach.

Place-based approach is the new paradigm of regional development, with an emphasis on endogenous resources as the essential drivers of growth. Significant substance of territorial dimension of regional development may be related to enterprises. Hence, the main goal of the paper is to assess the value of enterprises in regional development policy in the context of territorial dimension in Poland. Nonprobability sampling has been applied to focus on Polska Zachodnia macro-region (West Poland macro-region), which includes the following voivodships (NUTS 2): Dolnośląskie, Lubuskie, Opolskie, Wielkopolskie, Zachodniopomorskie. Desk research of development strategies, as well as documents related to Regional Operational Programmes 2014–2020 of respective voivodships has been employed. The results show that value of enterprises in regions’ mission, vision, and main strategic objective is heterogeneous, mostly with indirect relevancy. However, the substance of enterprises for regional development is high if budgets of respective Regional Operational Programmes for activities related to enterprises are considered. By focusing on smart specialization an attempt is made in Polska Zachodnia macro-region to take advantage of regional capabilities. The findings allow to conclude of a crucial substance of enterprises in place-based approach and provide the basis for better understanding the development challenges of regions.

Podejście terytorialne stanowi nowy paradygmat rozwoju regionalnego, w którym zwraca się szczególną uwagę na zasoby endogeniczne jako zasadnicze potencjały wzrostu. Istotny aspekt terytorialnego wymiaru rozwoju regionalnego dotyczyć może przedsiębiorstw. Stąd głównym celem artykułu jest ocena znaczenia przedsiębiorstw w polityce rozwoju regionalnego opartej na wymiarze terytorialnym w Polsce. W przeprowadzonych badaniach empirycznych zastosowano dobór celowy i skupiono się na makroregionie Polska Zachodnia, w skład którego wchodzą następujące województwa (NUTS 2): dolnośląskie, lubuskie, opolskie, wielkopolskie, zachodniopomorskie. Zastosowano metodę badawczą polegająca na analizie strategii rozwoju, jak również dokumentów związanych z Regionalnymi Programami Operacyjnymi 2014–2020 wspomnianych województw. Na podstawie uzyskanych wyników stwierdzono, że misje, wizje oraz cele strategiczne rozwoju poszczególnych województw w zróżnicowany, na ogół pośredni sposób nawiązują do przedsiębiorstw. Analiza struktury budżetów Regionalnych Programów Operacyjnych pozwala zauważyć istotny poziom alokacji środków finansowych na realizację działań dotyczących przedsiębiorstw, co stanowić może wyraz rangi jaka nadana została przedsiębiorstwom w podejściu terytorialnym badanego makroregionu. Zaobserwowano, że poprzez skupienie się na inteligentnych specjalizacjach dąży się do wykorzystania endogenicznych potencjałów wzrostu, ze szczególnym uwzględnieniem przedsiębiorstw. Przeprowadzone badania prowadzą do konkluzji o kluczowej randze przedsiębiorstw w podejściu terytorialnym i stanowią podstawę dla lepszego zrozumienia wyzwań rozwojowych regionów.
