In recent years, grassroots organising has become important in advocating for the interests of local communities in spatial development processes in the Balkans. Though differing in terms of size, focus, and method, these initiatives seek to articulate dissatisfaction with the existing models of spatial governance, and to imagine, propose, and demand more just and inclusive alternatives. This paper focuses on grassroots activism contesting the top-down model of governing space in Montenegro. Based on a case-study analysis, it traces developments in the forms of organising and degrees of influence of three distinct initiatives, examining what their impact on the development of territorial governance approach may be.

Zgodnie ze strategią rozwoju do 2020 roku i z aktualnie ustalaną polityką przestrzenną Warszawa ma być europejską metropolią, z dobrymi warunkami życia, miastem kultury, o trwałym ładzie przestrzennym i przestrzeniami publicznymi o wysokiej jakości. To cele władz miasta, ale spacer po jego śródmieściu pokazuje, że do ich osiągnięcia jeszcze daleka droga. Właściwa metoda to planowanie przestrzenne, którego cechami winny być przejrzystość i partycypacja społeczna. Niestety, planowanie Warszawy takich cech nie ma, co widać na spektakularnych przykładach – planu miejscowego otoczenia Pałacu Kultury oraz projektu wspomnianej polityki przestrzennej. Jeżeli taki sposób zarządzania nie zmieni się po wyborach samorządowych, Warszawa będzie coraz bliższa miastom Trzeciego Świata.

According to its development strategy and currently defined physical planning policy Warsaw should become the European metropolis, with a good quality of life, high culture, a durable physical order and public areas of high standard. These are the goals of the municipal authorities, but a short walk through the downtown shows that they are far from being reached. The obvious way for Warsaw to meet the ambitions of its authorities is through physical planning – transparent, with a high level of a public participation. That is – completely different from how it is now, what can be confirmed by some spectacular examples. If bad governance will be continued, Warsaw may soon become closer to the cities of the Third World, than to the European metropolis.
