In 1977 the municipal law authorised the creation of unions of municipalities in Lebanon. However, only recently have they actually begun to emerge; 13 unions existed in 1990 while 57 were created by 2017. Over the last decade these unions have assumed an important role within the local dynamics, particularly in the field of strategic planning. This article aims to analyse that shift by answering the following questions: first, what is the positioning of the unions, as institutional planning actors, on the planning chessboard? Second, how was strategic planning transferred to the unions of municipalities? And finally, what was the echo of this transfer on other national or local actors?

W artykule tym starano się udowodnić, że planowanie miast wymaga przeorganizowania metodyki planowania. Stwierdza się, że złożone aspekty planowania wymagają podziału całego procesu, skupiając się nie tylko na fazie rozbudowy, ale na wszystkich skomplikowanych zagadnieniach i tendencjach rozwojowych. Proces powinien rozpocząć się od pomysłowych idei i barier socjalno-ekonomicznych, które przerodzą się w futurystyczne interpretacje ludzkich potrzeb i uwarunkowań środowiskowych. Ze względu na złożone spekty, podejście powinno być podzielone na trzy stadia. Złożoność procedur urbanistycznych powinna być rygorystyczna w początkowych etapach, ale podatna na zmiany w interpretacjach szczegółowych. Tylko to zapewni możliwość odpowiedniego ustosunkowania się do zmiennych warunków wśród tendencji urbanistycznych. Załączone schematy jasno określają wymagane czynności, tematy i procedury nowoczesnego podejścia do planowania urbanistycznego.

This paper is attempting at proving that urban planning requires reorganization of the planning methodology. The authors claim that all complex planning aspects require subdivision of the whole process, with concentration on not only the expansion stages, but also on all the intricate development issues and trends. The process should start from ingenuous ideas and socio-economic barriers that will be transformed into futuristic interpretations of human needs and environmental conditions. Owing to some complex aspects, our approach should be subdivided into three stages. The complexity of the urban planning procedures should be rigorous in the initial stages and susceptible to revisions under detailed interpretations. Only such an approach will ensure a possibility of proper reaction to changeable conditions occurring in the urban development trends. The diagrams enclosed to the paper clearly define all required activities, topics, and procedures for a modern approach to urban planning.
