Wpływ zmiany zasad dotowania na chów i hodowlę owiec w Polsce i UE

Niższy poziom wsparcia w Polsce i innych krajach UE spowodował spadek pogłowia owiec. Niższe dochody z produkcji owczarskiej wpływały na rezygnację rolników z chowu owiec. W związku z tym produkcja owczarska w wielu krajach UE wymagała dodatkowego wsparcia krajowego. Z mniejszym pogłowiem owiec związana była niższa produkcją mięsa jagnięcego i wyższe jego ceny. W Polsce poziom wsparcia producentów owiec również obniżył się. Zmniejszyło się pogłowie i produkcja mięsa, a ceny utrzymywały się na podobnym poziomie od kilku lat. Produkcja owczarska wymaga więc większego wsparcia, gdyż zmiana sposobu dotowania przyczyniła się do spadku dochodów rolników i pogorszeniu się sytuacji całego sektora owczarskiego.

The influence of the changes in subsidizing principles on the sheep breeding in Poland and in the EU countries is presented. The lower level of support in Poland and in the other EU countries is influencing a reduction of sheep population. Growing costs of the means of production and a lack of financial liquidity have contributed to the liquidation of many flocks of sheep. The lamb meat production has been decreasing. Its imports and exports have stagnated. Production trends have been identical in Poland and in the EU countries. Ovine production requires subsidies from the state budget or other forms of support

Celem opracowania było wskazanie wpływu integracji z Unią Europejską na stan rynku wołowiny w Polsce. Analizę przeprowadzono w oparciu o dane dotyczące pogłowia bydła i produkcji żywca wołowego za lata 2004-2008, zmian w handlu detalicznym w latach 1991-2008 oraz zmian cen w okresie 2004-2008.

The aim of this paper was to show the impact of the European Union’s enlargement on the status of beef market in Poland. The analysis was performed on the basis of data on cattle population and production of cattle live weight for years 2004-2008, changes in the retail trade sector in years 1991-2008 and prices for the period of 2004-2008.
