Very intensive increase the number of registered passenger cars in Poland , as well as their age structure , in which a significant share of the vehicles are old and worn, contributing to the annual increase in the number of end of life vehicles. The problem of recycling of cars in Poland is a hot issue for economic, environmental and security. The average life cycle of a passenger car in the country ranges from 12 to 15 years. Cars that have reached this limit , they are very desirable raw material for the industry widely associated with the activities aimed at the recovery and recycling. Number of cars on Polish roads from year to year increases, but the rate of growth observed over the past decade is unique. The data in the article suggest that in the near future a large group of cars will be withdrawn from use and suitable for recycling. The purpose of this article is to determine the likely number of cars taken out of service and dismantled subjects.

The purpose of the paper is to present results of conducted research on development prospects for End of Life Vehicles (ELV) recycling network in Poland. There were used data from secondary sources in the form of statistical data, scientific papers, results of corresponding research and data from primary sources in the form of a survey carried out among entities forming ELV’s recycling network in Poland. In the research methodology there was used the triangulation method. The analysis and synthesis was used as well as statistical analysis and econometric one. The result of conducted research is scientific paper about development prospects for End of Life Vehicles recycling network in Poland.

Celem artykułu jest prezentacja wyników badań nad perspektywami rozwoju sieci recyklingu PWE w Polsce. W tworzeniu perspektyw rozwoju sieci recyklingu Pojazdów Wycofanych z Eksploatacji (PWE) w Polsce wykorzystano dane ze źródeł wtórnych w postaci danych statystycznych, publikacji naukowych, wyników analogicznych badań oraz dane ze źródeł pierwotnych w postaci przeprowadzonych badań ankietowych. Korespondencyjnym badaniem ankietowym objęto podmioty tworzące sieci recyklingu pojazdów wycofanych z eksploatacji na terenie Polski. W metodologii badawczej zastosowano triangulację metod. Wykorzystano analizę i syntezę oraz analizę statystyczna i ekonometryczną. Efektem prac badawczych jest opracowanie naukowe dotyczące perspektywy rozwoju sieci recyklingu w Polsce.

This paper deals with the issue of mandatory assignation of end-of-life vehicles exclusively to entrepreneurs running a car disassembly or collection centre, and is based on the assumption that the waste management is subject to strict administrative and legal rules. That obligation aims principally at protecting the environment and public health, reducing the quantity of car waste, and enabling the reuse, recycling or other form of reclamation of end-of-life vehicles and their parts. Moreover, reducing the quantity of waste intended for disposal contributes directly to the public health protection.

Przeprowadzone w tym artykule rozważania nad obowiązkiem przekazania pojazdu wycofanego z eksploatacji wyłącznie do przedsiębiorcy prowadzącego stację demontażu lub przedsiębiorcy prowadzącego punkt zbierania pojazdów, opierają się na założeniu, że postępowanie z odpadami poddane jest ścisłej reglamentacji administracyjnoprawnej. Zasadniczym celem tego obowiązku jest ochrona środowiska i zdrowia publicznego oraz zapobieganie powstawaniu odpadów z pojazdów, a ponadto ponowne użycie i recykling lub inne formy odzysku pojazdów wycofanych z eksploatacji i ich części. Bezpośredni wpływ na ochronę zdrowia publicznego ma także zmniejszenie ilości odpadów przeznaczonych do unieszkodliwienia.
