Jednym z interesujących naukowo pytań jest wyjaśnienie funkcjonowania i efektywności rządów mniejszościowych. Analiza polskich rządów w latach 1989–2007 potwierdza wpływ parlamentarnych mechanizmów i procedur w tym względzie. Analiza funkcjonowania polskich gabinetów rządowych po upadku komunizmu pokazuje, że partia rządząca z centralną pozycją w systemie partyjnym może faktycznie zmienić sojusze i utrzymać całkiem skuteczne rządy. Dodatkowo wiele wskazuje na to, że rządy mniejszościowe mogą również polegać na sojuszach między posłami do parlamentu, którzy chcą jak najdłużej przedłużyć kadencję. Artykuł koncentruje się także na długości funkcjonowania i skuteczności legislacyjnej polskich gabinetów mniejszościowych.

One of the scientifically interesting questions is explaining the functioning and effectiveness of the minority government. An analysis of Polish governments (1989–2007) finds mixed support for the importance of parliamentary procedural mechanisms. Yet an analysis of the Polish government after the collapse of communism reveals that a governing party with a central position in the party system can indeed shift alliances and maintain quite effective governance. Additionally, the evidence indicates that minority governments may also rely on alliances across parliament deputies who want prolong the term of office as long as possible. The article concentrates also on duration and legislative effectiveness of Polish minority cabinets.

Artykuł podejmuje zagadnienie wewnętrznej polityki historycznej Prawa i Sprawiedliwości (PiS) w okresie sprawowania przez tę partię władzy w Polsce w latach 2005–2007. Już od samego początku swej działalności ugrupowanie to przywiązywało niezwykle istotną wagę do kwestii patriotyzmu i pamięci narodowej, czyniąc z nich jeden z głównych filarów swej polityki. Z chwilą objęcia władzy w 2005 r. jej przywódcy wyraźnie zadeklarowali, że ważnym celem ich działań stanie się przywrócenie pamięci historycznej, czemu służyć miało zainicjowanie „nowej polityki historycznej”. Analizując politykę historyczną prowadzoną przez PiS w wymiarze wewnętrznym, należy stwierdzić, że koncentrowała się ona na kilku zasadniczych elementach. Pierwszym z nich było budowanie wśród społeczeństwa postaw patriotycznych. Drugim celem polityki historycznej PiS stało się historyczne rozliczenie czasów komunistycznych. Przeszłość zaczęła być wykorzystywana przez liderów tej formacji także do piętnowania politycznych oponentów. Posłużyła ona także braciom Kaczyńskim jako skuteczne narzędzie mobilizacji własnych sympatyków.

The article deals with the issue of the internal historical politics of Law and Justice party (PiS) during their years of power in 2005–2007. From the very beginning, the party put an extreme importance to the issue of patriotism and national memory, making them one of their main objectives. With the inception of power in 2005, the leaders of this group clearly declared that the important goal of their actions would be to restore historical memory, which was to be initiated by the “new historical politics”. When analyzing the historical policy pursued by Law and Justice in the internal dimension, it should be noted that it focused on several key elements. The first of them was building patriotic attitudes among the Polish society. The historical settlement of the communist times became the second goal of the party’s historical politics. The past has begun to be used by the leaders of this formation also to stigmatize political opponents. Moreover, it served as an effective tool to both Kaczyński brothers for mobilizing their own supporters.

Celem artykułu było ukazanie sposobu komunikowania politycznego podczas kampanii referendalnej w Polsce w maju 1997 roku oraz uzyskanie odpowiedzi na następujące pytania badawcze: 1) kto był kreatorem komunikatów politycznych?; 2) jaka była kompozycja ideowa komunikatu?; 3) jakimi kanałami posługiwali się autorzy komunikatów politycznych?; 4) w jaki sposób odbiorcy dokonywali odkodowania przekazu?; 5) jaki skutek wywołały nadane komunikaty polityczne?; 6) czy i w jakim stopniu kampania referendalna miała przełożenie na wynik wyborów parlamentarnych? Uzyskane w ten sposób odpowiedzi przyczynią się do poznania pełnego obrazu komunikowania politycznego.

The aim of the article was to present the means of political communication in the 1997 referendum campaign in Poland, and to find answers for the following questions: 1) who was the creator of political messages?; 2) what was the ideological structure of communication?; 3) what channels did the authors of political message make use of?; 4) in what way did the recipients decode the message?; 5) what was the effect of the political messages?; 6) did the referendum campaign influence the result of parliamentary elections – and if so, to what degree? The answers acquired in that way will contribute to exposing full perspective of political communication.
