Celem artykułu jest analiza relacji między władzami lokalnymi (samorządem lokalnym) a środowiskiem społecznym oraz określenie czynników, które wpływają na te relacje w sposób pozytywny i rozwijający. Główna hipoteza postawiona w artykule brzmi: rodzaj relacji i komunikacji między środowiskiem społecznym a władzami lokalnymi wpływa na zakres uczestnictwa obywateli w procesach decyzyjnych na poziomie lokalnym. Możliwe jest zatem określenie warunków umożliwiających wzmocnienie jakości tego procesu (czyli zwiększenie rzeczywistej partycypacji społecznej) na poszczególnych etapach procesu. decyzyjnego.

The aim of the article is to analyze the relationship between local authority (local government) and social environment and to identify factors that affect these relationships in a positive and developing way. The main hypothesis is that the type of relationship and communication between the social environment and local authorities affects the scope of citizens’ participation in decision-making processes at the local level. It is possible, therefore, to specify conditions enabling the quality of this process to be strengthened at particular stages of decision-making process.

The purpose of this article is the identification of main problems of current European debate on EU institutional reform, the extraction of basic elements of Polish concept of “intergovernmental democracy” as well as the critical analysis of two operationalized components of this concept. The main thought is based on the view that the current European debate on EU reform is not reflected in the “intergovernmental democracy” concept based on misperception and ideological approach. Theoretical background of the article is intergovernmentalism that evaluates integration processes from the perspective of member state. Requests of the state as abstractly understood should be reflected in the construction of EU institutional system, while the precondition of the existence of the appropriate system is state’s carrying out activities adapted to political reality.

Celem niniejszego artykułu jest zidentyfikowanie głównych problemów aktualnej ogólnoeuropejskiej debaty o reformie instytucjonalnej UE, wyodrębnienie podstawowych elementów polskiej koncepcji „demokracji międzyrządowej”, a także dokonanie wstępnej krytycznej analizy dwóch zoperacjonalizowanych składników tej koncepcji. Główną myślą jest stwierdzenie, że prowadzona w Europie debata o reformie UE nie znajduje odzwierciedlenia w koncepcji „demokracji międzyrządowej” bazującej na mispercepcji i podejściu ideologicznym. Teoretycznym tłem artykułu jest międzyrządowość, w którym procesy integracyjne ocenia się z perspektywy państwa członkowskiego. Potrzeby abstrakcyjnie rozumianego państwa powinny znaleźć swoje odzwierciedlenie w konstrukcji systemu instytucjonalnego UE, ale warunkiem istnienia właściwego systemu jest prowadzenie przez państwa działań dostosowanych do rzeczywistości politycznej.

The paper aims to determine the extent of the rationality of Vladimir Putin’s decision to begin a war with Ukraine. Its central argument is that this decision was irrational on three levels. Firstly, the Russian decision-making elites failed to foresee the ability of the Ukrainian army and people to resist efficiently. It might have resulted from the imperial superiority syndrome reinforced by the experiences of 2014. Secondly, the elites treated the reports on the Russian army’s combat readiness as reliable and did not make an effort to verify them. Probably no one can determine the scale of the kleptocracy, and therefore no one has reliable data on the quality of the Russian army’s combat preparation. Thirdly, the elites failed to envisage the scale of support for Ukraine from Western democracies. What is more, they did not take into account the democratic rationality of Western politicians. The same politicians who appeared to Putin to be weak and incapable of action, immediately after the mass social protests and condemnation of Russia’s aggression by public opinion, acted following the clearly expressed will of the political nation. The article reflects on the systemic reasons for such a poor definition of the decision-making situation and then tries to formulate the general relationship between the quality of the decision-making elite and the acceleration of the bifurcation processes of the Russian autocratic regime.

Political decisions are an important factor shaping social reality. Since their consequences concern not only decision-makers, but, above all, individuals and social groups who are their addressees, studying them is important not only in the context of theoretical but also practical goals. One of the methods of researching political decision-making is decision analysis. In the article, which is a review, based on the literature on the subject, selected models of the decision-making process are characterized in terms of a system - an important stage of decision-making. The focus was on the following models: rational, incremental, bureaucratic (organizational) and activity within the program community.

Decyzje polityczne są ważnym czynnikiem kształtującym rzeczywistość społeczną. Ponieważ ich konsekwencje dotyczą nie tylko decydentów, ale przede wszystkim jednostek i grup społecznych, będących ich adresatem, badanie ich jest ważne nie tylko w kontekście celów teoretycznych, ale i praktycznych. Jedną z metod badania decydowania politycznego jest analiza decyzyjna. W artykule, który ma charakter przeglądowy, na podstawie literatury przedmiotu scharakteryzowano wybrane modele procesu decyzyjnego w ujęciu systemowym – ważnego etapu podejmowania decyzji. Skoncentrowano się na modelach racjonalnym, inkrementalnym, biurokratycznym (organizacyjnym) oraz aktywności w ramach wspólnoty programowej.

Występowanie zagrożeń w zakresie klasyfikacji klęsk żywiołowych staje się zjawiskiem coraz bardziej powszechnym. Administracja publiczna w formie struktur bezpieczeństwa stanowi kluczowy element w kształtowaniu powszechnej obrony przed ewentualną eskalacją niebezpieczeństw. Aby w odpowiedni sposób realizować powyższe założenia należy wykazywać wzmożone działania w obszarze planowania, budowania dokumentów strategicznych oraz kształtowania właściwej charakterystyki potencjalnych zagrożeń. Co więcej, należyte łączenie systemów bezpieczeństwa wymaga formułowania solidnego, a także sprawnego procesu decydowania politycznego w momencie pojawienia się sytuacji kryzysowych. Przedstawiona publikacja stanowi próbę zarysowania wymienionych kryteriów w ramach struktur bezpieczeństwa państwa polskiego.

The occurrence of threats in the field of classification of natural disasters is becoming a more and more common phenomenon. Public administration in the form of security structures is a key element in shaping common defense against a possible escalation of dangers. In order to properly implement the above assumptions, it is necessary to demonstrate increased activities in the area of planning, building strategic documents and shaping the proper characteristics of potential threats. Moreover, proper connection of security systems requires the formulation of a solid and efficient political decision-making process in the moment of emergence of crisis situations. The presented publication is an attempt to outline the above-mentioned criteria within the framework of the security structures of the Polish state.

The goal of the paper is presentation of a notion, classifi cation, tasks and functioning of committees acting in the fi rst pillar of the European Union as well as an alternative solution: agencies. Committees are infl uential but underestimated decision-making bodies. Being a part of broader networks, they are present in every phase of political cycle: policy shaping, political decision-making and political implementation. Their existence is explained by mainstreams of integration and democracy theories. In many cases they are real decision-makers while formal authors of decision can only confirm decisions made in committees.
