In October 28, 2012 in Ukraine are held parliamentary elections. In the elections participated 22 political parties. Election barriers could overcome 5 of them, including All-Ukrainian Union “Svoboda” – a party with nationalistic views and slogans. During the elections campaign there were a lot of speculation about who supports and finances the party. Most Ukrainian politicians were convinced that Svoboda would not overcome 5% barrier. However, to their great astonishment Svoboda contrary to exit polls prediction, got 10.44% of voices and entered to Ukrainian Parliament and formed own fraction. Special attention should devote to analysis of pre-election program of the party. Some postulates of the program are intertwined with other opposition groups; others are like postulates of Party of Regions. Among the most controversial postulates are conducting a process of lustration, prohibition of Communist Party of Ukraine, prohibition of abortion, permission for possession of firearms, returning Ukraine nuclear status, change the status of Ukrainian Autonomous Republic of Crimea in to district, reduce energy dependence from Russia and strengthen cooperation with the Baltic-Black Sea axle.

The article discusses the formation and development of political parties as a socio-political institution in the Republic of Belarus and the Republic of Poland. A comparative analysis of the legal regulation of the activities of political parties (in historical retrospect) and the formation of legal qualifications in the registration and activities of political parties are carried out. The chronological sequence considers the main stages of the improvement of legislation in relation to political parties both in one country and in another. Attention is paid to the legislative barriers to the activities of political parties and their role in the institutionalization of this socio-political institution.

Предложенный том «Studiów Politologicznych» («Политологических исследований») посвящен некоторым изменениям, происходящим в политических устройствах государств Восточной Европы. Размышления о государстве, власти и политике находятся в центре внимания политологов, равно как и конституционалистов. Авторы не ограничиваются формулировками правовых норм, осуществляют широкий анализ действительности государственного устройства. Для определения сущности фактических политических отношений в государстве необходимо знание как действующих правовых регулирований, так и судебной практики (включая конституционный суд), а также практики государственного устройства. Ведь практика определяет специфику политического устройства государства. Нет ничего исключи- тельного в том, что на основании подобных правовых регулирований сформировались различные устройства, включая те, далеко отклоняющиеся от принципов, определенных законодателем, и его ожиданий, связанных с устанавливаемым правовым регулированием.
