The purpose of the article is not to comprehensively analyse the right of petition, but to expose its addressees. The issue is not solely of theoretical nature, as it results from problems which have arisen in the practice of applying the right. The authors pose the question on the ability of the organs of public administration and public legal persons to submit petitions in view of both Polish and European Union legislation.

Judea and Samaria became a really important element in Israeli right-wing and religious debate following the Six Day War because the State of Israel began to control it militarily and politically and started settling in this area. Nonetheless, Judea and Samaria had a deeper meaning within Religious Zionist ideology and its main representative Mafdal (NRP). After 1967 Religious Zionists were also influenced by the Messianic ideology, thus biblical territories accelerate Redemption. Hence, the NRP insisted on creating and developing Jewish settlements in Judea and Samaria, both in leftist and rightist governments. The situation has changed since the Oslo Accords and Sharon’s disengagement from Gaza. Both were shocking for the Religious Zionism camp, the state was no longer a steady defender of Jewish settlements. In 2008 the Mafdal was absorbed by the newly created Habayit Hayehudi (the Jewish Home) which was treated as a hope for Religious Zionism to restore its former glory. The head of the Jewish Home – Naftali Bennett – called his party a real right-wing camp. He is thought to be a representative of settlers but he also tries to widen his electorate with secular citizens. Habayit Hayehudi is the best example of a party which wants to achieve ideas of Religious Zionism in the new political reality after Oslo. The article will analyze the attitude of the Jewish Home party towards Judea and Samaria and the party’s ideological course.

W artykule analizujemy preferencje polityczne młodych ludzi, które wiążą się z ich aktywną obecnością po prawej stronie politycznej sceny. Interesuje nas, jakie poglądy, postawy i jakie oceny sytuacji przed i po wyborach parlamentarnych 2015 roku reprezentują młodzi Polacy deklarujący sympatie wobec prawicy lub oddający głos na ugrupowania prawicowe. Czym jest prawicowość jako pewien system poglądów młodego pokolenia i jak on się ma do prawicowości rozumianej politologicznie (jako konserwatywne poglądy obyczajowe i liberalne poglądy ekonomiczne)? W artykule dokonujemy teoretyczno-politycznej konceptualizacji kategorii prawicy politycznej, a następnie konfrontujemy ją ze społecznymi wyobrażeniami o differentia specifica prawicowości. Uwagę skupiamy na prawicowości młodych ludzi odtwarzając jej obraz na podstawie danych, zwłaszcza na wynikach własnych badań z 2016 roku. Analizujemy zachowania i motywacje wyborcze badanej grupy, poglądy na gospodarkę, kwestie socjalne, państwo, tożsamość wspólnotową, stosunek do działań opozycji politycznej i niezależności sądownictwa konstytucyjnego. Wyniki analiz pokazują, że wielu młodych wyborców, głosujących na prawicę, wcześniej należało do wyborców niezdecydowanych, poszukujących politycznych identyfikacji. Przede wszystkim jednak pokazują, czym jest prawicowość młodego pokolenia, ukazują jej płynny, niekoherentny i eksploracyjny w dużej mierze charakter oraz możliwe polityczne przepływy i znaczenie.

In the article, we analyze political preferences of the young Polish voters who associate themselves with the right side of the political scene. We are interested in the views, attitudes and assessments of socio-political situation before and after parliamentary elections in 2015 that are shared by the young Poles declaring sympathy to the political right or voting for the right-wing parties. What exactly are the right-wing attitudes of the young Polish generation and how do they relate to the definitions of the political right assumed in political science (i.e. as conservative moral views and liberal economic views)? In the article, we propose a theoretical conceptualization of the political right, and then confront it with its popular understanding in Poland. In particular, we focus on the right-wing attitudes of young people, analyze it by reference to the existing data and to the results of our own research carried out in 2016, a year after the last Polish presidential and parliamentary elections. We analyze the electoral behaviours and motivations of the surveyed group, its views on the economy, social issues, the state, collective identity, attitudes to the actions of the political opposition and the independence of the Constitutional Tribunal. The results of the analyses demonstrate that many young voters who voted for the right had formerly been undecided voters seeking political identification. Above all, however, the findings of our research provide the characteristic of the right-wing attitudes of young people, pointing at their liquid, incoherent and exploratory character, possible political turnovers and significance.
