The reports prepared in 1925–1939 for the Ministry of Religious Affairs and Public Education and the Central Statistical Office – copies of which survived in the KUL University Archive – are one of the sources for reconstructing the library policy of the KUL University Library at its beginning. These reports contain the first numerical data which were later reproduced and published in the statistical yearbooks of the Republic of Poland. They also provide information on the library’s collection, acquisitions, personnel, and regulations on making the collection available to the public. The reports under study show that the books were primarily given to the library as gifts; the university did not have enough financial resources to purchase a large number of books, and its library became a legal depository only for a short time. Readers and researchers could access books and magazines in the reading room or borrow them; and due to the difficult housing conditions and the short opening hours of the library, it was mainly magazines that were read on-site.

Jednym ze źródeł, pozwalającym odtworzyć politykę biblioteczną Biblioteki Uniwersyteckiej KUL w jej początkach, są sprawozdania przygotowywane w latach 1925-1939 dla Ministerstwa Wyznań Religijnych i Oświecenia Publicznego oraz Głównego Urzędu Statystycznego, których odpisy zachowały się w Archiwum Uniwersyteckim KUL. Zawierają pierwsze zestawienia liczbowe powielane później na forum ogólnopolskim, np. w rocznikach statystycznych. Podają też informacje o zbiorach i nabytkach Biblioteki, składzie osobowym oraz udostępnianiu zbiorów. Wynika z nich, że głównym źródłem pozyskania książek były dary, ponieważ środki finansowe uczelni nie pozwalały na zakup większych partii, a egzemplarz obowiązkowy był przyznany Uniwersytetowi jedynie na krótko. Książki i czasopisma udostępniano zarówno na miejscu, jak i wypożyczano na zewnątrz, przy czym te ostatnia forma znacznie przewyższała wykorzystanie w czytelni. Było to związane przede wszystkim z trudnymi warunkami lokalowymi i krótkim czasem otwarcia Biblioteki.

The legal status of libraries in Poland was defined by the decree on libraries and the care of collections dated 17 September 1946. This decree was repealed by the Act on libraries, dated April 9, 1968, which was repealed by Article. 31 of Act on libraries, dated 27 June, 1997. The legislature didn’t define the concept of a library, but only pointed out the basic tasks of the library. Not every entity that uses its name in code “library” is a library within the meaning of the Act. Public libraries can’t be combined with other institutions, school libraries or pedagogical libraries. The Act regulates the notion of library materials, the National Resource Library, the competence of the Council for this resource, the tasks and functions of the National Library Council. The problem is in the library policy, which hasn’t been defined in the an appropriate manner. In addition to public libraries, there are scientific, school and pedagogical libraries.
