Artykuł stanowi analizę obywatelskiej inicjatywy referendalnej w Polsce na poziomie ogólnokrajowym. Jego celem jest weryfikacja dwóch hipotez. Pierwsza z nich zakłada, że inicjatywa ta jest wykorzystywana jedynie przez opozycję polityczną w celu: 1) próby wywarcia wpływu na rządzących, aby zrealizowali jej postulaty programowe, oraz 2) pokazania się społeczeństwu jako ta siła, która reprezentuje je, w przeciwieństwie do stronnictw tworzących rząd. Zgodnie z drugą hipotezą strona rządząca traktuje tę formę demokracji jako instrument populistycznej i demagogicznej walki o władzę, niemającej nic wspólnego z dobrem społecznym.

The article is analysis the institution of the civil referendum initiative in Poland at the countrywide level. Its target is verification two hypothesis: 1) initiative is used only by political opposition, which wants to influence government and show society as party representing its interests, 2) goverment think this form of democracy as instrument of populist struggle of power.

Artykuł jest próbą syntetycznego zobrazowania stanu procesu konsolidacji polskiej demokracji u schyłku pierwszej dekady XXI wieku. Analizie poddane zostały trzy zagadnienia: funkcjonowanie systemu partyjnego, postawy wobec systemu politycznego oraz kondycja społeczeństwa obywatelskiego. Wskazane w opracowaniu problemy stanowią ograniczenia procesu konsolidacji demokracji, które przesądzają o zaliczeniu Polski do grona demokracji nieskonsolidowanych.

The article attempts at synthetic depiction of the state of democratic consolidation in Poland at the end of the first decade of the 21st century. The analysis covers three problems: the functioning of the party system, attitudes towards the political system and the general condition of civil society. Issues indicated in the study constitute the limitations imposed on the process of democratic consolidation and they are the decisive factors for recognizing Poland as consolidated democracy in statu nascendi.

The main purpose of the article is to present the functions of the Polish President in terms of political practice. The aim of the work, formulated in this way, goes beyond formal legal concepts and, at the same, time points to the practical dimensions of the functions performed by the head of state in the Polish political system. The basic research hypothesis is the assumption that the Polish President, by virtue of his prerogatives, has the opportunity to act as an active player on the Polish political scene.Discussions on the functions of the Head of State in relation to political practice began with the analysis of the position of the Polish President. This section describes the process of constitutional development of the Office. The President’s duties were then discussed, with particular reference to their practical dimension.The various strands of the study led to the conclusion that the position of the Polish President makes him an important political centre for the implementation of the current policies of the state.

Głównym celem artykułu jest przedstawienie funkcji Prezydenta RP analizowanych pod kątem praktyki politycznej. Tak sformułowany cel pracy wychodzi poza ujęcia formalno-prawne, jednocześnie wskazując na praktyczne wymiary funkcji pełnionych przez głowę państwa w polskim systemie politycznym. Podstawową hipotezę badawczą stanowi założenie zgodnie z którym, Prezydent RP za sprawą posiadanych prerogatyw ma możliwość pełnienia roli aktywnego aktora na polskiej scenie politycznej. Punktem wyjścia do rozważań związanych z funkcjami głowy państwa w odniesieniu do praktyki politycznej, była analiza pozycji ustrojowej Prezydenta RP. Przedstawiono w tej części proces ustrojowego kształtowania się pozycji tego urzędu. Następnie omówione zostały funkcje pełnione przez Prezydenta ze szczególnym wskazaniem na ich praktyczny wymiar. Poszczególne wątki opracowania doprowadziły do wniosków zgodnie z którymi można wskazać, iż pozycja ustrojowa Prezydenta RP czyni go istotnym ośrodkiem politycznym z punktu widzenia prowadzenia bieżącej polityki państwa.

The article is an analysis of the political views of the politicians of the National Party in exile on the question of Poland’s political system in the pages of the magazine “Polish Thought” (“Myśl Polska”). Their goal was to create the foundations of a political system for a future independent Poland, free from the domination of the USSR. Poland was to be a nation-state, in which the Polish people would have full power and would decide on the structure of state organs and the directions of Polish policy. The state authority, on the other hand, had to take care of the security of its citizens and create conditions for their social, economic and cultural development. It was believed that only such a Poland would be a strong, independent, secure and friendly state for Poles.

Artykuł jest analizą poglądów politycznych polityków emigracyjnego Stronnictwa Narodowego na kwestię ustroju Polski na łamach pisma „Myśl Polska”. Ich celem było stworzenie podstaw ustroju politycznego dla przyszłej niepodległej Polski, wolnej od dominacji ZSRR. Polska miała być państwem narodowym, w którym naród polski miałby pełnię władzy i decydowałby o strukturze organów państwowych i kierunkach polskiej polityki. Władza państwowa natomiast miała dbać o bezpieczeństwo obywateli i tworzyć warunki do ich rozwoju społecznego, gospodarczego i kulturalnego. Uważano, że tylko taka Polska będzie państwem silnym, niepodległym, bezpiecznym i przyjaznym dla Polaków.
