The main aim of this article is to present the legal and organisational aspects of the functioning and management of the property of Kielce poviat (poviat – the second tier administrative unit). In addition to an extensive review of the literature, the paper also presents an analysis of the method of owning and sharing the poviat real property and shows the distribution of the resources of Kielce poviat considering the current legal status of plots divided into municipalities. The authors of the article have also analysed the structure of income from assets owned by the poviat. The study covers the period from 2011 to 2014. In the paper the method of static analysis and the analysis of sources are used.

Głównym celem artykułu jest przedstawienie prawnych i organizacyjnych aspektów gospodarowania mieniem powiatu, na przykładzie powiatu kieleckiego. Oprócz przeglądu literatury w pracy zaprezentowano także analizę sposobu władania i udostępniania nieruchomości powiatowych oraz przedstawiono rozkład zasobu powiatu kieleckiego ze względu na aktualny stan prawny działek z podziałem na gminy. Autorzy w artykule przeanalizowali również strukturę dochodów uzyskiwanych z posiadanego przez powiat majątku. Badany okres obejmuje lata 2011-2014. W pracy wykorzystano metodę analizy statycznej i analizę źródeł.

It took a long time for massacre in Przytyk, event commonly associated with II Republic of Poland anti-Semitism to be elaborated. The first on who did this was Piotr Gontarczyk, who have begun discussion about 9th March of 1936 occurrence. This Article is continuation of that subject. It is aimed at showing the way of how media, in this case local daily press, have formed the picture of incidents happened in small town in contemporary Kieleckie District. It is aimed at showing the way of how media, in this case local daily press, have formed the picture of incidents happened in small town in Kieleckie District. My article is also a research postulate for joining the discussion about social conflicts on the anti-Semitic background in small towns in inter-war Poland.

Długo trwało opracowanie masakry w Przytyku, wydarzenia powszechnie kojarzonego z antysemityzmem II RP. Pierwszym, który to uczynił, był Piotr Gontarczyk, który rozpoczął dyskusję na temat wydarzenia z 9 marca 1936 roku. Niniejszy artykuł jest kontynuacją tego tematu. Ma on na celu ukazanie sposobu, w jaki media, w tym przypadku lokalna prasa codzienna, kształtowały obraz wydarzeń w małym miasteczku na terenie ówczesnego powiatu kieleckiego. Mój artykuł jest również postulatem badawczym do włączenia się w dyskusję na temat konfliktów społecznych na tle antysemickim w małych miastach międzywojennej Polski.
