The article describes the situation and the evolution of French social policy in the context of the basic income/flat tax rate concept.The short history and rationale of basic income are discussed. The recent evolution of the French social insurance-based welfare state is analyzedas a convergence towards some ideas of this concept. Using the microsimulation methods some variants of basic income are applied to Frenchwelfare system and their redistributive effects are analyzed. Finally, the short description of the French economists’ and sociologists’ discussionon the possible consequences of basic income introduction is presented like the real risk of a durable division of the society on the working andexcluded from labor market people.

Artykuł jest opisem sytuacji i ewolucji polityki społecznej we Francji w kontekście koncepcji powszechnego dochodu gwarantowanego.Dyskutowana jest sama idea, jej historia i rozwój w ramach ubezpieczeniowego modelu francuskiego zabezpieczenia społecznego. Skutkiredystrybucyjne różnych wariantów reform wprowadzających dochód gwarantowany we Francji analizowane są za pomocą metod mikrosymulacyjnych.Końcowa dyskusja ekonomistów i socjologów stawia problem możliwych konsekwencji wprowadzenia dochodu gwarantowanego,a szczególnie realne zagrożenie trwałego podziału społeczeństwa na uczestniczących i wykluczonych z rynku pracy.
