The basic approach (essence) of marketing positioning is diversification of an offer (campaign platform and candidate’s image) in voters’ mind. Choice of marketing positioning strategy depends on candidate’s position on political market, and effects, such as personalization and mediatization of politics. Neccesity of diversifying the offers causes significant changes in local presidential campaigns. We can observe e.g. resignation from ideology, autonomization of local elections, concentration on candidate’s image, increase of significance of universal issues and media actions.

Political processes implemented at the level of local government and the party’s local government policy show significant differences. Therefore, it is important to address the issue of the political role of self-government leaders. Leaders of cities are an example of such leaders. In turn, cities constitute a significant field of civilizational change noticed by B.R. Barbera. The analysis of electoral programs of several Polish presidents of cities elected in the local government elections of 2018 served to determine the conclusions regarding the roles of these leaders in the local and national perspective.

Procesy polityczne realizowane na poziomie samorządu terytorialnego oraz partyjnej polityki samorządowej wykazują istotne odmienności. Ważne jest zatem podjęcie zagadnienia roli politycznej liderów samorządowych, a takimi z pewnością są prezydenci miast. Z kolei miasta stanowią istotne pole zmian cywilizacyjnych zauważonych przez B.R. Barbera. Analiza programów wyborczych kilkunastu polskich prezydentów miast, wybranych w wyborach samorządowych z 2018 roku, posłużyła do ustalenia wniosków dotyczących ról tych liderów z perspektywy lokalnej i krajowej.

The goal of this article is to evaluate the relationship between the profiles of main polish cities, established on the basis of nationwide presidential and parliamentary elections, and the political affiliations of City Presidents (Mayors). Based on data from six elections: three presidential ones (1995, 2005, 2015) and three parliamentary ones (1991, 2001, 2011), cities were divided into groups characterized by similar voter preferences. Then, the relationship between the permanent characteristics of behaviour in national elections and the results of City President elections was examined. The survey was concluded with an attempt to explain the regularities and the deviations observed in the behavior of voters in 107 surveyed centers.

Celem niniejszego artykułu jest ocena związku między profilami elektoratów miast prezydenckich, ustalonymi na podstawie ogólnopolskich wyborów prezydenckich i sejmowych, a afiliacjami politycznymi prezydentów miast. Na podstawie danych z sześciu elekcji – trzech prezydenckich (1995, 2005, 2015) i trzech sejmowych (1991, 2001, 2011) – dokonano podziału miast na grupy, charakteryzujące się podobnymi preferencjami wyborców. Następnie zbadano zależność między trwałymi cechami zachowań w wyborach ogólnopolskich a wynikami wyborów prezydentów miast. Badanie zamyka próba wyjaśnienia prawidłowości i odstępstw dostrzeżonych w zachowaniach wyborców 107 badanych ośrodków.
