Początkowe rozważania w artykule dotyczą znaczenia pojęcia kultura prawna w odniesieniu do stosunków międzynarodowych. Nie jest ono zdefiniowane, ani wzmiankowane w żadnym dokumencie międzynarodowym. Zdaniem autora oznacza ono przede wszystkim przestrzeganie przez państwa zasad stosunków międzynarodowych i norm prawa międzynarodowego. W głównej części artykułu omówione zostały niektóre z tych zasad i norm. Występują one na dwóch poziomach. Jeden poziom to postępowanie państw w stosunkach międzynarodowych. Drugi poziom to postępowanie na arenie międzynarodowej osób reprezentujących państwa, czyli tzw. czynnik ludzki. Kultura prawna odnosi się do obydwu poziomów. Końcowa część artykułu dotyczy kultury prawnej Unii Europejskiej. Autor podsumowuje wywody stwierdzeniem, że w stosunkach międzynarodowych istnieje wiele zasad, norm prawa i standardów postępowania, a także wartości uznanych za nadrzędne, ale problemem jest niedostateczna determinacja państw, zwłaszcza wielkich mocarstw, by cele polityki zagranicznej realizować wyłącznie środkami zgodnymi z kulturą prawną.

Initial deliberations in this article concern the meaning of the notion of legal culture in the context of the international relations, because such notion is not defined or even mentioned in any international document. In the author’s view it means, first of all, the respect and observance of the principles of the international relations and the rules of the international law by the states. In the main body of the article several of these principles and rules are considered. They are present at two levels. One level is the behaviour of the states in the international environment. Another level is the behaviour of the representatives at states in the international milieu (the so called human factor). The notion of legal culture is relevant to both above mentioned levels. In the final part of the article the legal culture of the European Union is touched upon. The following is the author’s general conclusion: there exist many principles, rules of law, standards of behaviour as well as superior values in the relations among the states. However, there is not enough determination on the part of the states, in particular the big powers, to strive for the complishment of the goals of their foreign policy exclusively by means which are conform with the legal culture.
