Wyzwania i problemy aktywizacji peryferyjnych niskorozwiniętych obszarów Unii Europejskiej

Są duże dysproporcje w poziomie rozwoju między obszarami metropolitalnymi a pozostałymi, zwanymi tu peryferyjnymi. Dysproporcje dotyczą też badań – wiele z nich dotyczy obszarów metropolitalnych. Dlatego autor podjął w 2009 r. badania dotyczące problemów aktywizacji obszarów peryferyjnych. Głównym problemem jest w nich niedostatek endogenicznych czynników stanowiący barierę samodzielnego zainicjowania wzrostu. Potrzeba rozwoju wynika natomiast ze względów społecznych, ekologicznych i ekonomicznych. Autor przedstawia uwarunkowania rozwoju obszarów peryferyjnych wynikające z teorii. Przedstawia też wyniki swoich badań: typologię peryferyjnych niskorozwiniętych podregionów Unii Europejskiej, typologię powiatów i miast Polski północnej, wnioski z badania czynników rozwojowych wybranych miast oraz problemy, hipotezy, pytania, dylematy i zadania badawcze.

A common phenomenon are large disparities in levels of development, especially between metropolitan areas and other areas beyond, called peripherals. The disparities relate to research – many of them concern the metropolitan areas. In 2009 the author began the research on problems of regional development of peripheral areas. Deficiency of endogenous growth factors is the main problem in these areas. It becomes a barrier to self-initiate the growth. However, the need of development results from social, ecological and economic reasons. The author presents the conditions of development of peripheral areas resulting from the theory. He presents also results of their research: the typology of peripheral sub-regions in the European Union, the typology of counties and towns in the northern Poland, the conclusions of the developmental factors examination in selected towns and the problems, hypotheses, questions, dilemmas and research tasks.
