Celem niniejszego opracowania jest przedstawienie i ocena zreformowanego modelu programowania polityki rozwoju w Polsce. W efekcie prowadzonych w latach 2006-2011 działań reformatorskich określono główne obszary programowania polityki rozwoju, typy podstawowych dokumentów strategicznych i ich wzajemne zależności, podmioty odpowiedzialne za opracowanie poszczególnych dokumentów i ich realizację, podstawowe zasady tworzenia, monitorowania i oceny realizacji dokumentów strategicznych oraz nowe zasady finansowania polityki rozwoju. Zweryfikowano i uporządkowano istniejące programowe dokumenty strategiczne oraz opracowano pakiet nowej generacji podstawowych dokumentów strategicznych, zgodnie z zaprojektowanym modelem. Efektem powyższych działań powinno być usprawnienie programowania i realizacji krajowej polityki rozwoju. Stworzenie własnego modelu programowania polityki rozwoju jest potrzebne także w perspektywie malejącego dopływu środków unijnych, których wykorzystaniu w dużym stopniu podporządkowana była dotychczasowa polityka. Głównym zagrożeniem dla powodzenia realizacji reformy mogą okazać się jednak malejące krajowe możliwości finansowania polityki rozwoju.

The purpose of the research paper is to present and assess the revised model of development policy programming in Poland. As a result of reform undertakings pursued within 2006-2011 major areas of development policy programming have been established and types of basic strategic documents and their interdependencies have been agreed upon. Moreover, rudiments of drafting strategic documents as well as monitoring and assessing their pursuit have been set together with new rules of financing the development policy. The existing strategic documents have been verified and categorised and a package of new generation of basic strategic documents has been worked out in line with the designed model. The above activities should result in enhancing both programming and pursuit of the country’s development policy. Creating of the model of development policy programming is also necessary from the perspective of shrinking amount of the Union’s financial means that so far have had a significant impact on the pursuit of the development policy. However, the major threat to the accomplishment of the reform might be declining possibilities of the country’s sources of development policy financing.

Przedmiotem analiz jest sprawnościowy aspekt funkcjonowania samorządów w sferze planowania strategicznego. Autorka artykułu, wykorzystując dane z analizy przeprowadzonej w roku 2015 na próbie 158 dokumentów strategicznych, poszukuje odpowiedzi na pytanie dotyczące przyczyn i przejawów podejmowania błędnych decyzji strategicznych w programowaniu rozwoju gmin i powiatów. Odwołując się do koncepcji działań pozornych wskazuje fikcyjność podejmowanych przedsięwzięć. Określa ich zakres, mechanizmy powstawania oraz przybliżone konsekwencje.

The subject of analyses is the functional aspect of the local governments’ practice in the sphere of strategic planning. The author of the article, exploring the data from the analysis carried out in 2015 on a sample of 158 strategic documents, is looking for answers to the question of the causes and occurrences of making wrong strategic decisions in programming the development of municipalities and counties. Referring to the concept of apparent actions she identifies the fictitious character of the undertaken actions. The author defines the scope, formation mechanisms and the estimated consequences of the actions.

The aim of the article is to analyse how efficient the functioning of self-governments is in the sphere of strategic programming. The authors pay particular attention to the rules used for the socialisation of this process and their consequences for social life practice. Strategic planning is essential for coordinating activities of institutions and persons around development goals provided in strategic documents. Planning depends on the strength of the innovation capability of the persons holding executive positions in local self-government units and on the competence of the teams cooperating with them. An interesting paradox results from giving divergent meanings to the programming documents for local self-government units by the legislator, organizers, and participants in the planning process, and by inhabitants of the areas influenced by these documents. The author presents manifestations of this situation and analyses its causes. She also describes its potential consequences from the perspective of the adequacy of undertaken activities for local development effective programming and efficiency in the public sphere.

Celem artykułu jest analiza sprawnościowego aspektu funkcjonowania samorządów w sferze planowania strategicznego. Szczególnym zainteresowaniem zostały objęte stosowane reguły uspołecznienia tego procesu i ich konsekwencje dla praktyki życia społecznego. Planowanie strategiczne stanowi istotny element koordynacji działań instytucji i osób wokół celów rozwojowych przyjętych w dokumentach strategicznych. Zależy od siły potencjału innowacyjnego osób sprawujących funkcje kierownicze w organizacjach samorządu oraz od kompetencji współpracujących z nimi zespołów. Występuje tu interesujący paradoks, będący skutkiem nadawania rozbieżnych znaczeń dokumentom programowym jednostek samorządu terytorialnego przez jego podstawowych aktorów, tj. ustawodawcę, organizatorów procesu planowania i ich uczestników oraz mieszkańców terenów obejmowanych ich oddziaływaniem. Autorka przedstawia w artykule przejawy i analizuje przyczyny tej sytuacji. Opisuje także jej potencjalne konsekwencje z punktu widzenia adekwatności podejmowanych działań dla programowania efektywnego rozwoju lokalnego, a poprzez to sprawności sfery publicznej.

The article analyzes the engagement of social services in the planning and implementation of revitalization processes. Of particular interest here are the applicable rules of process socialization and their effects for the social life practice. A weak engagement of residents in revitalization areas raises questions about the scale and rules of cooperation between social workers and representatives of local governments in diagnosing, setting revitalization goals and tasks, and implementing tasks assigned to them. It is also essential to describe additional activities undertaken in social welfare centers under the motto ’revitalization’ which concerns social inclusion, activation, and building a sense of responsibility for places of residence or social consultations. Based on the conducted studies, the author performs a two-fold analysis. The first issue analyzed is the quality of resident engagement in programming social changes in revitalization areas; the second one are obstacles to using expert knowledge of social services in implementing revitalization processes and their consequences for local development.

Celem artykułu jest analiza zaangażowania służb społecznych w planowanie procesów rewitalizacji i ich realizację. Szczególnym zainteresowaniem zostały objęte stosowane reguły uspołecznienia tego procesu i ich konsekwencje dla praktyki życia społecznego. Słabe zaangażowanie mieszkańców obszarów rewitalizacji rodzi pytania o skalę i zasady współpracy pracowników socjalnych z przedstawicielami samorządów podczas opracowania diagnoz, wytyczania celów i zadań rewitalizacji oraz realizacji przypisanych do nich działań. Istotny jest także opis dodatkowych przedsięwzięć podejmowanych w ośrodkach pomocy społecznej pod hasłem „rewitalizacja” dotyczący włączenia społecznego, aktywizacji i budowania odpowiedzialności za miejsce zamieszkania, czy konsultacji społecznych. Na podstawie przeprowadzonych badań autorka analizuje jakość zaangażowania mieszkańców obszarów rewitalizacji w procesy programowania zmian społecznych oraz bariery wykorzystywania wiedzy eksperckiej służb społecznych w ich realizacji i ich skutki dla rozwoju lokalnego.
