Instytut Rozwoju Miast po ponad 10 latach od wprowadzenia w Polsce gospodarki rynkowej przeprowadził badanie ankietowe wśród studentów na temat "Młodzi na rynku mieszkaniowym". Wyniki wskazują, że badana populacje młodych ludzi cechuje realizm w ocenie możliwosci zaspokojenia własnych potrzeb mieszkaniowych. W odróżnieniu od wyników wcześniejszych badań młodzi ludzie akceptują reguły rynku mieszkaniowego i bardziej licza na własne siły, wspomagane kredytem mieszkaniowym i pomocą rodziny, aniżeli na programy rzadowe.

After more than 10 years from the introduction of market economy in Poland, the Institute of Urban Development in Kraków, Poland, conducted a survey among university students called "The Young on the Housing Market". The results show that the investigated population of young people is characterised by realistic assessment of potentials for satisfying own housing needs. In contrast to the results of earlier surveys, young people now accept the rules of the housing market and wish to depend on themselves, supported by housing loans and help of their families rather than on government programmes.

W artykule starano się zweryfikować wpływ prowadzonej w wybranych państwach polityki mieszkaniowej na istniejącą sytuację mieszkaniową. Celem artykułu było zaprezentowanie i porównanie sytuacji mieszkaniowej w wybranych krajach europejskich z uwzględnieniem polityki mieszkaniowej, która była i jest w tych państwach prowadzona. Cel ten wynika z przekonania, że niektóre programy i działania rządowe okazują się bardziej skuteczne w rozwiązywaniu trudności mieszkaniowych ludności. Wybrane państwa różnią się przy tym zasadniczo, jeśli chodzi o podejście do kwestii mieszkaniowych, pokazując spektrum możliwości, od nastawienia na wynajmowanie lokali – Niemcy, do preferencji własności prywatnej – Hiszpania. W pierwszej części artykułu przedstawiono politykę mieszkaniową w wybranych krajach UE, wykorzystując dostępną literaturę tematu. Aby porównać sytuację mieszkaniową w różnych krajach, zastosowano wskaźniki ilościowe i jakościowe. Do ich konstrukcji wykorzystano istniejące dane statystyczne. W wyniku prowadzonej analizy udało się potwierdzić postawioną hipotezę o wpływie polityki mieszkaniowej na sytuację mieszkaniową w danym kraju.

The goal of this article was to verify whether housing policies influence the existing housing situation in a given country. To that end, the housing situation in selected EU countries is presented and compared. The housing policies that were and are in force in these countries are described. The goal stems from the belief that some programmes and government measures are more effective in solving housing problems. The countries chosen are very different in terms of their approach to housing policies, showing the full spectrum of possible approaches – from supporting the rental segment in Germany, to the preferences for private property in Spain. The first part of the article presents housing policies in selected EU countries using the available literature on the topic. To compare the housing situation in the various countries, it was necessary to apply quantitative and qualitative indicators, which were designed using existing statistical data. As a result of the analysis, it was possible to confirm the impact of the housing policies on the housing situation in the selected countries.
