Formal requirements for authors of project information cards

The formal requirements for authors of environmental impact assessment reports have changed over time. At present, such authors are required to demonstrate specific education or professional experience. A project information card is a similar document to an impact assessment report, drafted during an environmental impact assessment. Unlike in the case of impact assessment reports, at present, authors of project information cards are not obliged to meet any formal requirements. Despite the different formal requirements applicable, both these documents can constitute grounds for issuing decisions on environmental conditions. This may allow circumvention of the main idea behind introducing formal requirements for authors of environmental impact assessment reports, i.e. the improvement in the quality of environmental studies. Therefore, if legal regulations require authors of environmental impact assessment reports to meet certain formal requirements, why should the same requirements not be demanded from authors of information cards which form the grounds for issuing decisions on environmental conditions?

Obecnie obserwuje się praktykę zwiększania szczegółowości i objętości kart informacyjnych przedsięwzięcia, w literaturze przedmiotu brak jednak rozważań na temat tego, co taki dokument powinien zawierać. W artykule przeanalizowano, jakie informacje powinny się znaleźć w karcie informacyjnej. Zwrócono też uwagę na żądania dotyczące podania informacji, których nie przewiduje ustawa, wysuwane niekiedy przez organy administracji.

The practice of increasing the detail and size of project information cards is currently observed. However, there are no detailed considerations in the literature on what such a document should contain. The article analyzes what information should be included in the information sheet of the project. Attention was also drawn to the practice of requesting information that does not have to be included in this document, which sometimes occurs on the part of administrative bodies.

В настоящее время наблюдается практика повышения детальности и объема информационных листов проекта. Однако в литературе предмета отсутствует подробное рассмотрения того, что должен содержать такой документ. В статье анализируется, какая информация должна быть в информационном листе проекта. Также обращено внимание на иногда встречающуюся практику административных органов запрашивать информацию, которая не обязательно должна присутствовать в этом документе.
