With the increasing involvement of the public sector in the area of innovation, audit of the spending of public funds for innovative projects is becoming a major concern for both the public sector and the other stakeholders of implementation of innovations – research institutes, special purpose companies, companies investing in research and development and academics. The article presents an analysis of the criteria used by the Supreme Audit Office (NIK) in the control activities carried out in recent years concerning the implementation of innovative projects in terms of their relevance and ease of use in practice. In addition, the article presents pro posals for solutions and specification of the criteria used in order to achieve greater transparency and to create a model of good practices for the implementation of innovative projects with the use of public funds.

Wraz z rosnącym zaangażowaniem sektora publicznego w obszarze innowacyjności problematyka kontrolowania wydatkowania środków publicznych na projekty innowacyjne staje się ważnym problemem zarówno dla sektora publicznego, jak i dla pozostałych interesariuszy procesu wprowadzania innowacji – instytutów badawczych, spółek celowych, przedsiębiorstw inwestujących w badania i rozwój oraz środowisk akademickich. Artykuł przedstawia analizę kryteriów stosowanych przez Najwyższą Izbę Kontroli (NIK) w prowadzonych w ostatnich latach działaniach kontrolnych dotyczących realizacji projektów innowacyjnych pod kątem ich aktualności i łatwości stosowania w praktyce. Ponadto artykuł prezentuje propozycje rozwiązań i uszczegółowienia stosowanych kryteriów w celu osiągnięcia większej transparentności i stworzenia wzorca dobrych praktyk realizacji projektów innowacyjnych z wykorzystaniem środków publicznych.
