This article describes the legislative initiative of the Council of Ministers as a mean of influence on the legislature in Poland. Legislative initiative of the Government is understood as the right to submit the bill to the Sejm, resulting in the obligation to consider the proposal in the legislative procedure. Legislative initiative is therefore so important because it determines the further legislative procedure. Moreover, this article discusses the problems of the exercise by the Council of Ministers the legislative initiative in the years 1997–2007 in practice.
