Celem artykułu jest zwrócenie uwagi na postępującą patologię władzy samorządowej. Lata transformacji ustrojowej dowiodły, że szczytne zamiary prowadzące do decentralizacji władzy nie powiodły się. Wybory bezpośrednie władzy wykonawczej, a przede wszystkim jej funkcjonowanie zbyt często sprzeniewierzają się idei służenia dobru ogólnemu. Przedstawiony przypadek gminy jest tego namacalnym dowodem.

The aim of the paper is to draw attention to the progressive pathology of a local government authority. The period of political transformation proved that the noble intentions leading to decentralization of power have failed. Direct elections of the power and above all its functioning too often betray the idea of serving the general good. The presented case of the local government is a clear proof of the aforementioned state.
