While entering the transformation period, Poland started changes in economics, which was run by the state and was characterized by the lack of market equilibrium and low degree of satisfying the nation’s needs. The change of the state’s role in the economic system became the major challenge for Poland, which started transformations of the system in 1989. The ending of this major phase of transformation can be gauged not only by the degree of state’s withdrawal from the role of the owner and a manager, and replacing this role by a stable set of systemic rules, but also by introducing new market organizing institutions and the degree of financial independence of economic entities from the domination of politics.

The problem of enclaves/enclaves in the theory of IR opens an interesting field of study, not only because of the actual phenomena and processes accompanying the formation of said entities, but also due to inaccuracies and variances in the very terms in use, especially in the field of public policy. The Kaliningrad Oblast is either an enclave (from the point of view of the EU, NATO, as well as Poland and Lithuania), or an exclave (from the point of view of the Russian Federation). The status of the region as perceived by the Western countries and organisations differs from the Russian standpoint. The Kaliningrad Oblast always would be a region of external influences of the West, an element of their foreign, security and economic policies, while for Russia Kaliningrad is a sphere of its domestic governance, although shaped by many international determinants resulting from its geographical location. This paper is aimed at examining public policy of the EU and neighbouring countries towards the Kaliningrad Oblast in the context of its specific geographical location and legal status. Possibilities of the region’s incorporation in the EU’s neighbourhood is also emphasized in the paper as an important factor affecting the position of the Kaliningrad Oblast.

General development and science have accompanied each other since time immemorial. There is no development without the latter and vice-versa. Development of science equals to the fact that humanity crosses another barrier of cognition and that more problems that have been troubling man are nowadays a lesser, if any, barrier. Due to that, with a great attention, we welcome any new discipline. Public policy is one those that have developed in recent decades. The author attempts to present the discipline on Polish ground. He takes a look at public policy, including questions it aims to answer, space it examines, and possible consequences of its emergence. The article delivers then various approaches to defining the discipline, but also an interesting analysis of threats, potential and future perspectives.

Objectives: The neoclassical economic framework is a dominant approach in both theoretical and applied fields, such as public policy design. Despite the substantial amount of criticism towards the neoclassical assumptions of rational choice and obstacles related to preference aggregation, there is a minor concern regarding the underlying philosophy of the mainstream public policy design, namely static social utility maximisation under exogenously given social preferences.This paper analyses the inherent biases of the public policy based on the neoclassical background, attempting to prove that although such an approach can theoretically lead to the socially optimal outcome, it is hardly in line with the long-run social survival and development objectives. Other than this, the paper attempts to explore how incorporating alternative approaches towards individual and collective rationality into the theory of social choice can allow for designing a more sustainable public policy. Research Design & Methods: The paper presents the review of the relevant literature alongside the theoretical inquiry into the underlying logic and philosophy of the neoclassical approach towards the public policy design as well as the most relevant non-mainstream theories. Findings: It is demonstrated that the assumptions behind the neoclassical framework are inconsistent with the notions of social evolution and social sustainability. Implications / Recommendation: The persistent idea that public policymakers should attempt to maximise social utility implies artificial limitations for public policy as well as ill-designed goals and objectives. There is a strong need to reconsider the appropriateness of using the neoclassical analytical framework in public policy design. Contribution / Value added: The framework discussed in this article serves as the ground for more sustainable public policy design principles.

This article presents, on the basis of the classification of actors of public policy presented by Suwaj and Wenclik, local government entities involved in the implemen-tation of public policies. Through examples of the functioning in practice, the image of the participants in local government is shown as “those that directly affect the shape of the (national) public policy, are directly involved in its creation”, a fact which results from belonging to the category of public administration. In turn, the remainder of the image is presented as local government entities “who are not directly involved in mak-ing decisions about the shape of public policy, although their opinions may be impor-tant in its shaping”. Such a view leads to the perception of municipalities, counties and provinces as entities “suspended” between the central authorities and the specific interests determined by local communities and the broadly understood local govern-ment sector.

This paper deals with classroom experiments in economics, which have been derived from laboratory experiments. These experiments cover a broad range of topics, from strictly economic ones (like market games or auctions) to those with overlaps to other domains such as public policy. The paper discusses different methodologies of research and classroom experiments, introduces the benefits of the latter and presents a concrete teaching experiment used in public economics courses at the Faculty of Economics and Administration of Masaryk University. Another link between economic experiments and public policy is outlined here as well, namely the importance of experimental results for public policy makers.

Although textbooks, conference papers, scientific journals and monographs deal with the research aspects of public policy, only little attention is paid to the way it is taught at universities. In this article we aim to explore academic public policy in the Czech Republic - specifically in terms of teaching outputs - using a unique method: an analysis of diploma theses. In the sample there were diploma theses defended within all the full-time Master’s study programmes having “public policy” in their names in the Czech Republic between 1995 and 2013. We conclude that there are two traditions of academic public policy in the Czech Republic, which enriches previous findings in the area and makes them more accurate. The research design and thoroughly described methodology invite other researchers to conduct international comparison of the features of academic public policy. The findings may also illustrate the trajectory made by the newly established discipline of public policy in the past twenty years in the Czech Republic, which may be of great interest to the newly formed international public policy community.

The author argues that public governance in Poland should be oriented toward the characteristics of interactions among a diverse set of policy actors. Public governance has been defined as a problem solving process in which formal government -- as a cabinet of ministers and public administration -- is no longer the only leading policy actor. Instead there is a network of various actors from within government and from without that contributes to decisions processes and policy outcomes. This change is a result of the decentralization of power. To understand the barriers that block the policy creation process requires an analysis of networks and attention to the pluralistic approach to public governance.

The article presents basic relations which happen among Europeanization and the public politics on the example of the politics of the cohesion. The author makes the broad exploration objective concepts and also postulates determined conclusions and recommendations.

The main aim of the article is to emphasize those reasons of the development barriers which are related to the shortcomings of deliberative co-decisional practices in public policy. The author assumes the culturally-institutional and functional methodological orientation and refers to examples of the Polish social dialogue, civil dialogue, lobbying, public hearing and social consultations.

In many countries, the police, as a part of public administration, have witnessed many changes during the last few years. This article explores the process of the reform of the Polish police force, which took place between 2015 and 2017. Doing so examines in detail the process of implementing an IT tool – The National Security Threat Map – by paying particular attention to the mechanism of engaging external stakeholders. This study is conceptual but empirically focused. The paper posits that, despite the hierarchical nature of the police administration structure, it is possible to build an engagement of external stakeholders.

The aim of this article is to analyze the reform of the water safety system in Poland and the functioning of this public policy domain after four full years after passing of the new law. The author states that the deregulation and commercialization are the main effects of the reform, and are in particular caused by adopted practice of interpretation of the rules by the ministry. State authorities lack adequate resources to carry out the supervisory or even coordinating functions. The new act transferred responsibilities without creating a coherent system of financing and introduced a system of price competition without effective system for checking regulatory compliance. The growing share of private actors — individuals or civil law partnerships operating for leads to the conclusion about commercialization. The adopted regulations are not in compliance with modern world trends of effective prevention against drowning, precisely outlined in the WHO report.

The article omits the role of the Krakow Festival Office in the Krakow cultural system. Krakow Festival Office is the institution which organizational profile and a kind of proposed cultural events is quite different from the traditional cultural institutions that have been characterized so far. Krakow Festival Office implements projects that are far broader and far more expensive than other institutions. It is difficult not to notice that Krakow Festival Office is privileged when considering international cultural projects in the Strategy of Culture Development in Krakow. Theatres and exhibition institutions have some chances for growth considering the statements in the Strategy. However the situation of libraries and cultural houses ma get worse. The strength of cultural institutions lies also in the strength of cultural houses and libraries. It seems though that the authors of the Strategy neglect the role of institutions mentioned above in the social capital building. Reading the Strategy of Culture Development in Cracow one may have justifies doubts whether the interests of the local citizens are sufficiently taken care of. It seems that the Strategy centrates more on promotional marketing for the Krakow brand and ess on the cultural needs of Krakow’s citizens. Both directions of cultural policy do not exclude each other. The proper research on the needs of Krakow’s citizens is missing. Thus it is difficult to rationalize the spending on culture in Krakow including the need of Krakow’s citizens as well as the investment in the promotion of culture in Krakow in the international area.

The article deals with evaluation in the political process. Presented theoretical discourse, practice of international institutions, and empirical research results allow to answer the question when an evaluation is a tool of a critical analysis and when its role is limited to an instrumental element of know-how.

Citizen participation can be considered a key part of public policy making and is also one of the reasons for the growing expert interest in this issue. This article focuses on specific knowledge, socalled “lay knowledge”, which can be identified as knowledge gained from “non experts” through civic participation. The article establishes when and how this type of knowledge enters the policy-making process via specific selected tools and provides practical examples from local and municipal public policy.

The economic crisis is forcing us to revise many of the tenets of neoclassical economic theory. Gradually, 'mainstream economics' is being fleshed out with several elements of economic heterodoxy. Hence, much more so than previously, economic theories are 'absorbing' the findings of other social sciences. Revision in the area of theory has hitherto had little impact on economic policy. Indeed, when something new appears, such as 'new industrial policy' for instance, it is usually an attempt to breathe life into old concepts that have been abandoned in practice. The aim of this paper is to consider the foundations of economic policy in the context of current theoretical research and current economic challenges.

The discipline “public policy” has emerged in the world from political science and some other areas and disciplines, with which it is affiliated. Since 2011 this discipline has gained in Poland its own identity and individuality in the area of social sciences. Article gives an overview over initiatives undertaken in recent years by interested scientific institutions and leading research teams in the framework of a new discipline. In particular, major initiatives in favour of the development of public policy were noted. Article supports the thesis about the fundamental importance of symbiosis between public policy and political science in the conditions of their separate existence in the structure of science. It constitutes one of the key qualitative determinants of the development of public policy as an academic discipline.

The aim of this paper is to define how the City of Niš (the birthplace of the Roman Emperor Constantine the Great) plans to prepare for the celebration of the 1700 th anniversary of the Edict of Milan. This will be a  great test of efficiency for the public policy. This paper will try to detect media frameworks through which the importance of certain subjects about public policy of the City of Niš is emphasized. This policy is directly related to preparation in different public sectors, especially in tourism and culture. As a  methodological approach, we applied content analysis in order to achieve this detection.
