DOI: 10.19251/ne/2020.32(1) The aim of the article is to present the arguments for introducing changes in the financing of state schools of higher professional education, to present specific solutions in the financing of discussed higher education institutions, and to analyze the conditions and risks of implementing the proposed solutions that would largely change the overall functioning of these schools. The aspirational financing model for state schools of higher professional education constructed by the author is the result of research and analysis carried out, observation of public higher professional education in Poland and experience in managing one of the schools belonging to this sector.

DOI: 10.19251/ne/2020.32(1) Celem artykułu jest przedstawienie argumentów przemawiających za wprowadzeniem zmian w finansowaniu publicznych uczelni zawodowych, zaprezentowanie konkretnych rozwiązań w zakresie finansowania omawianych szkół wyższych, a także przeanalizowanie warunków i ryzyka wdrożenia zaproponowanych rozwiązań, które w dużej mierze spowodowałyby zmianę całokształtu funkcjonowania uczelni. Skonstruowany przez autora postulatywnymodel finansowania publicznych uczelni zawodowych jest wynikiem przeprowadzonych badań i analiz, obserwacji publicznego wyższego szkolnictwa zawodowego w Polsce i doświadczeń w zarządzaniu jedną z uczelni należących do tego sektora.

Celem artykułu jest nakreślenie finansowego portretu państwowych wyższych szkół zawodowych poprzez przedstawienie ich przychodów, kosztów, nakładów inwestycyjnych i środków pozyskanych z funduszy europejskich, a także zaprezentowanie aktualnych problemów i wyzwań finansowych stojących przed tymi uczelniami. W opracowaniu wykorzystano dane publikowane przez Ministerstwo Nauki i Szkolnictwa Wyższego i Główny Urząd Statystyczny oraz informacje dostępne na stronie internetowej „Mapa Dotacji UE”. Generalnie rzecz biorąc, prezentowane parametry finansowe dotyczą całego okresu funkcjonowania publicznych uczelni zawodowych czyli lat 1999-2015, ze szczególnym uwzględnieniem 2015 roku.

This article aims to outline a financial portrait of the state schools of higher vocational education by presenting their revenues, costs, investment outlays, European funds, as well as to present current financial problems and challenges faced by these higher education institutions. Data published by the Ministry of Science and Higher Education, Central Statistical Office of Poland and the information available on the website “EU grants map” were used in the study. Generally speaking, the presented financial parameters concern the years 1999-2015, with a particular focus on 2015.

Geneza i rozwój publicznych uczelni zawodowych w Polsce to proces złożony i dynamiczny. Utworzenie uczelni tego typu napotykało na wielu zwolenników, ale nie brakowało także przeciwników. Artykuł podsumowuje „kamienie milowe” tego procesu i opisuje historię publicznych uczelni zawodowych, podając podstawę prawną ich funkcjonowania w poszczególnych okresach. Przedstawiono tu także najnowsze regulacje i wskazano na możliwy rozwój PUZ-ów.

The genesis and development of public colleges of professional studies in Poland is a complex and dynamic process. The creation of this type of school was met with supporters, but also many opponents. The article summarizes the “milestones” of this process and describes the history of public vocational schools, providing the legal basis for their operation in particular periods. The latest regulations are also presented here, and the possible development of those schools is indicated.
