In the text the author presents the main objectives of the change in the amendment to the law on petitions. The article describes changes in legal regulations to submission of a petition via an electronic form and facilitation that have a significant impact on the access to submission of a petition. Additionally, it proposes a legislative change to the possibility of oral submission of a petition.

Niniejszy tekst miał w zamyśle autora przedstawianie problemu wdrażania oraz modyfikowania procedur w zakresie stosowania kwalifikowanego podpisu elektronicznego. Zmiany procedur mają także wpływ na prawa i obowiązki obywatelskie adresatów ustaw jak ustawy o petycjach. W niniejszym artykule opisano i oceniono proces nowelizacji ustawy polegający na zmianie obostrzeń we wnoszeniu petycji drogą elektroniczną. Ponadto wskazano i oceniono problem braku w ustawie procedury ustnego składania petycji.
