The Supreme Audit Office has checked whether external examinations do verify the knowledge and skills of students, in an audit conducted at the Central Examination Commission (Polish: Centralna Komisja Egzaminacyjna – CKE), at five district examination commissions (OKE) and at 16 public school complexes for children and teenagers. The audit also covered the efficiency of CKE and OKE, and the way in which external examinations are used for improving the quality of schooling at individual levels of the education system. The audit covered the years 2019 – 2014.

The topic of human capital and economic growth has been intensively examined in empirical studies since 1980s. The quality of human capital is frequently mentioned as a crucial factor which can help to properly understand and determine relationships. So far there have been no studies concerning the link between quantity and quality of human capital, which is thus the key focus point of this paper. The quality is according to previous international papers approximated by student scores in international testing, the quantity of human capital is then approximated by the average years of schooling. The paper presents a new data set which combines data from previous papers and by panel regression analyses tests the hypothesis whether the average number of years of education positively influences the quality of the students with respect to their results in international tests.

Téma lidského kapitálu a ekonomického růstu je intenzivně zkoumáno v empirických studiích od osmdesátých let dvacátého století. Kvalita lidského kapitálu je v posledních letech opakovaně označována jako klíčový faktor, který by mohl pomoci pochopit a lépe popsat tento vztah. Zatím ale nebyl zkoumán vztah mezi kvantitou a kvalitou lidského kapitálu, který je primárním objektem zájmu tohoto článku. Kvalita lidského kapitálu je stejně jako ve většině světových publikací aproximována pomocí výsledků studentů v mezinárodním testování, množství lidského kapitálu potom pomocí průměrného počtu let vzdělávání. Na nově sestaveném panelu dat, který kombinuje data z dřívějších studií, je pomocí panelové regresní analýzy testována hypotéza, zda průměrný počet let vzdělávání studentů může pozitivně působit na kvalitu studentů, resp. na jejich výsledky v mezinárodních testech.
