The institution of the referendum is one of several examples of direct democracy which is the opposite, but at the same time complement, representative democracy. The article was analyzed regarding the use of institutions in the authoritarian regime on the example of the Republic of Belarus. After 1991, the Republic of Belarus held a national referendum three times: in 1995, 1996 and 2004. In all cases, referendums have served to legitimize the policies of President Alexander Lukashenko and strengthening the political position of the institution of President of the Republic of Belarus.

Instytucja referendum jest jednym z kilku przykładów demokracji bezpośredniej stanowiącej przeciwieństwo, ale jednocześnie uzupełnienie demokracji przedstawicielskiej. W artykule podjęto temat zastosowania tej instytucji w reżimie autorytarnym Republiki Białorusi po objęciu stanowiska prezydenta przez Aleksandra Łukaszenkę w 1994 roku. W Republice Białorusi przeprowadzono referendum ogólnopaństwowe trzykrotnie: w 1995, 1996 oraz 2004 roku. We wszystkich przypadkach referenda posłużyły do legitymizowania polityki prezydenta Aleksandra Łukaszenki oraz wzmocnienia pozycji ustrojowej instytucji prezydenta Republiki Białorusi w systemie ustrojowym państwa.
