Artykuł podejmuje problematykę funkcjonowania systemu ubezpieczenia społecznego rolników w Polsce. Problem badawczy obejmuje określenie kierunku, w jakim powinny zmierzać zmiany w zakresie funkcjonowania tego systemu w kontekście doświadczeń wybranych państw Unii Europejskiej. Struktura opracowania jest pochodną przyjętych celów badawczych. Poza wstępem, w którym uzasadniono motywy podjęcia tematu, obejmuje on trzy części, w ramach których: 1) dokonano charakterystyki systemu ubezpieczenia społecznego rolników w Polsce oraz zidentyfikowano kluczowe obszary wymagające modyfi kacji; 2) przeprowadzono przegląd zasad funkcjonowania systemów ubezpieczenia społecznego rolników w wybranych państwach Unii Europejskiej; 3) określono wyzwania stojące przed systemem ubezpieczenia społecznego rolników Polsce. Ponadto w zakończeniu sformułowane zostały ogólne postulaty w zakresie kierunków reform systemu ubezpieczenia społecznego rolników. Do najważniejszych wniosków płynących z przeprowadzonych rozważań należy stwierdzenie, zgodnie z którym właściwym kierunkiem zmian w polskim systemie ubezpieczenia społecznego rolników jest jego gruntowna reforma, niezakładająca jednak likwidacji KRUS. Podkreślono również, że reforma systemu rolniczego musi być przeprowadzona w sposób przemyślany i ostrożny, z uwzględnieniem specyfiki polskiej wsi oraz ubezpieczeniowego i socjalnego charakteru tego systemu.

The article raises the issue of the functioning of the social insurance system for farmers in Poland. The research problem includes an identification of the direction in which changes in the functioning of this system should be sought in the context of the experiences of selected European Union countries. The structure of the study is derived from the research objectives. In addition to the introduction, where the motives for the theme are justified, it comprises three parts, which: 1) characterize the social insurance system of farmers in Poland in the context of the identifi cation of key areas requiring modifi cation; 2) a review of the functioning social insurance systems for farmers in selected EU Member States; 3) the challenges posed by the social insurance system for farmers in Poland are also described. The most important conclusions of the above considerations are the statement that the proper direction of changes in the Polish social insurance system for farmers is its thorough reform, but not assuming the liquidation of the Agricultural Social Insurance Fund (KRUS). It was also emphasized that the reform of the agricultural system must be carried out in a thoughtful and careful manner, taking into account the specificity of the Polish countryside and the social and insurance nature of the system.
