Regional contracts developed in Poland as a consequence of the process of the state decentralisation and the building of local governments in the 1990s. By learning from other countries’ experiences (especially the French regional policy), an instrument was devised in order to support the decentralisation of the state development intervention and to foster the regions’ empowerment to programme and administer the regional policy. Unfortunately, since the very first edition, regional contracts in Poland have become a hostage to impromptu political acts determining changes to the economic policy, the limited state budget and very frequent legal amendments. The goal of this article is to conduct a synthetic analysis of the origins, changes and challenges related to the use of regional contracts in the Polish development policy. The author’s subjective, critical opinions were confronted with the opinions of the representatives of regional authorities in selected voivodeships. To this end, interviews were conducted with directors of departments in selected marshal offices. The resulting evaluation, conclusions and recommendations allowed the verification of the author’s subjective views.

The aim of the article is to describe the position and activities of polish voivodeship in the structure of Poland and European Union. Reform carried in Poland years 1997–1999 resulted in decentralized structure and quite independent regions, even in comparison to other EU countries. Voivodeships were beneficients of european integration’s process, mostly because of cohesion policy. Activity in order to promote economic equality between regions does not mean that regions are important actors in initiation and formulation of UE policies. Lisbon Treaty can be viewed as another small step in increasing regions’ role in the political system of European Union, but still EU is organisation of countries.

Artykuł podejmuje próbę opisu ustrojowej pozycji i aktywności polskiego samorządu województwa w ramach struktur państwowych, jak i Unii Europejskiej. W celu właściwego wyjaśnienia skali tego zjawiska wykorzystane jest podejście komparatystyczne, w szczególności powszechnie wykorzystywany ilościowy indeksmierzący poziom decentralizacji – indeks RAI. Podstawową konkluzją artykułu jest stwierdzenie, że reforma samorządowa z lat 1997–1999 stworzyła województwo jako podmiot istotny w sprawowaniu władzy publicznej i względnie niezależny, także w porównaniu wobec innych państw Unii Europejskiej.
