Regionalne izby obrachunkowe w ramach swoich uprawnień umocowanych w postanowieniach Konstytucji RP przeprowadzają kontrole gospodarki finansowej JST zapewniając zgodność postępowania w sposób zgodny z prawem. Aktualnie działania RIO zarówno te nadzorcze, jak również kontrolne w większym stopniu powinny skupiać się na problematyce związanej z niedopuszczeniem do nadmiernego zadłużania się JST. Kontrola w przedmiocie legalnego ponoszenia wydatków budżetowych, a także permanentne monitorowanie w zakresie wzrostu poziomu długu w JST powinna pomagać decydentom w rozwiązywaniu bieżących lokalnych problemów. Uzasadnieniem działań kontrolnych jest także postępująca decentralizacja finansów publicznych na niższe szczeble administracji publicznej, zachodzi więc konieczność rzetelnego sprawdzenia, czy środki finansowe są wykorzystywane w sposób efektywny i zgodny z założonymi celami – zwłaszcza te pochodzące z budżetu Unii Europejskiej.

Currently RIO action both the supervisory and control to a greater extent should focus on issues related to the prevention of the excessive indebtedness of local governments. Controlling legal incurring budgetary expenditures, as well as permanent monitoring the growth in local government debt levels should help decision makers in solving current local problems. The rationale is control activities as well as progressive decentralization of public finance to lower levels of gov-ernment the public, so there is a need for a reliable check whether the funds aroused in an effective and consistent with the objectives – especially those.
