The notion of region is particularly vague, as this issue is referred to by studies from various disciplines. It has long been one of the subjects of interest of the Council of Europe which perceives local and regional administration as one of the fundamental ingredients of modern European democracy. The European Charter of Local Self- -Government is the main document that regulates these matters in the Council of Europe law system. It is accompanied by a number of other documents, including The European Charter of Regional Self-Government. The article provides an analysis of these normative deeds within the realm of Union law. When the Single European Act entered into force, regions have become an important part of Union policy. Committee of the Regions set up in 1994, whose operation is related to the principle of subsidiarity and programming of the idea of the Europe of Regions, is the most important body concerned with regional issues.

Celem niniejszego artykułu jest analiza relacji pomiędzy kluczowymi aktorami regionalnymi (zarówno z poziomu przedsiębiorstw, jak i władzy samorządowej) a uniwersytetem. Relacje te scharakteryzowane zostały dzięki rekonstrukcji i porównaniu celów działania poszczególnych aktorów (decydenci regionalni – przedsiębiorstwa – uniwersytet). Koncepcja teoretyczna poparta została danymi empirycznymi zebranymi w trakcie pracy badawczej w ramach grantu promotorskiego MNiSW pt. „Społeczna produktywność szkół wyższych. Nowa koncepcja produktywności nauczania” (wywiady pogłębione z kluczowymi przedstawicielami uniwersytetów, władzy lokalnej/regionalnej i przedsiębiorstw). Rezultatem pracy jest odpowiedź na pytania, nurtujące ostatnio zarówno środowiska naukowe, jak i szerokie środowiska społeczne: w jaki sposób uniwersytet może „się otworzyć” na swoje otoczenie społeczne i w jakich obszarach otwarcie to może przynieść najwięcej korzyści i dla samego uniwersytetu, i dla regionu.

The purpose of this article is to analyse the relationship between the key regional actors (fromboth businesses and local government) and the university. These relations will be characterised on the basis of the attempt to reconstruct and compare the objectives of the actions of individual actors (regional decision makers – companies –university). The theoretical concepts are supported by empirical data collected under a MNiSW research grant entitled “Social productivity in higher education. The new concept of learning productivity” (in-depth interviews with key representatives of universities, local government and businesses). As a result I attempt to answer both a scientific and a broad social question: how can the university “open up” to its social environment, and in what areas can it be the opening of the greatest benefits for the university and the region.
