Zmiana wartości krajowego i regionalnego potencjału innowacyjnego w Polsce w latach 2010–2020

One of the most important factors of the development of the state and its regions is the innovative potential, supporting e.g., increasing economic prosperity and competitive advantages. The importance of this issue was highlighted, among others, in the Lisbon Strategy and in the Europe 2020 Strategy. In order to better recognize the changes taking place, the innovative potential can also be analyzed within narrower components, which allow for even more precise recognition of specificities not only at the national level but also at the regional level. The studies conducted so far indicate a positive impact of innovative potential on the national and regional level of competitiveness or the standard of living of the inhabitants. It was assumed that the higher level of innovation potential might increase the positive impact on regional and country development. Hence, the author made an attempt to determine changes in the level of innovation potential in Poland at the national and regional level, broken down into four auctorial components.

Jednym z istotniejszych czynników rozwoju państwa i jego regionów jest potencjał innowacyjny, wspierający m.in. zwiększenie dobrobytu gospodarczego i przewag konkurencyjnych. Na znaczenie tego zagadnienia zwrócono uwagę m.in. w Strategii Lizbońskiej oraz w Strategii Europa 2020. W celu lepszego rozpoznania zachodzących zmian można analizować potencjał innowacyjny także w ramach węższych komponentów, które pozwalają dokładniej rozpoznać jego specyfiki nie tylko na poziomie krajowym, ale także na regionalnym. Wyniki dotychczasowych badań wskazują na pozytywne oddziaływanie potencjału innowacyjnego na krajowy oraz regionalny poziom konkurencyjności czy też poziom życia mieszkańców. Na podstawie powyższego przyjęto założenie, że im wyższy jest poziom potencjału innowacyjnego, tym oddziaływanie takie może być większe, co przekłada się także na rozwój regionalny oraz całego kraju. Autor podjął próbę ustalenia zmian poziomu potencjału innowacyjnego w Polsce na poziomie krajowym, jak i regionalnym, w podziale na cztery autorskie komponenty składowe.

Wysoka pozycja województwa dolnośląskiego w krajowych rankingach konkurencyjności, atrakcyjności inwestycyjnej i dostępności, a także potencjału innowacyjnego, stanowi dobry punkt wyjścia do realizacji celów Odnowionej Strategii Lizbońskiej i przekształcenia Dolnego Śląska w region wiedzy. Innowacyjność i atrakcyjność inwestycyjna to jednak stan dynamiczny, do którego region wciąż musi dążyć w procesie współzawodnictwa z najlepszymi, angażującym partnerów instytucjonalnych i społecznych. Fundusze strukturalne Unii Europejskiej – odpowiednio zastosowane i skierowane – są tylko skutecznym narzędziem, a nie celem samym w sobie. Umiejętne zdyskontowanie silnej pozycji Wrocławia i doświadczeń lokalnego lidera innowacji – Politechniki Wrocławskiej – a także budowanie sieci współpracy, większe niż dotychczas korzystanie z doświadczeń regionów partnerskich i stworzenie atrakcyjnej oferty dla inwestorów w dziedzinie wysokich technologii i usług pozwolą osiągnąć cele zapisane w strategiach.

A high ranking position of Lower Silesia among Polish voivodeships based on its competitiveness, attractiveness for investors and accessibility as well as on its innovative potential is a good starting point for achieving the goals of the Renewed Lisbon Strategy as well as for making it a Region of Knowledge. Innovativeness and attractiveness for investors however are a dynamic status which a region has to compete for in an incessant rivalry with the best ones involving institutional and social partners. The Structural Funds – aptly streamed to and implemented – are only some efficient tools and not a goal itself. An apt profiting by the strong position of Wroclaw agglomeration as well as by experience of Wroclaw Technical University being a local leader of innovation, combined with wider than up till now learning from the experience of Lower Silesia’s partner regions and building an attractive offer for investors in high tech and services will make it possible to achieve final goals indicated in strategies.
