The article discusses aspects of network-based local radio using the example of Radio Eska Lodz. The author responds to questions about whether a commercial network radio station can fulfill the functions of local radio and on what this locality is actually based. In this respect, Radio Eska Lodz is characterized as part of the most popular commercial radio network in Poland. The introduction focuses on the process of transformation that local radio stations are undergoing, along with its genesis. The author then considers whether the radio station described is fulfilling the goals of local radio and how it looks in comparison to other cities.

The paper contains an analysis of a highly popular regional daily TV news program called “Łódzkie Wiadomości Dnia” (Daily News from Lodz), emitted and produced by channel TVP Łódź. The author carried out precise quantitative and qualitative research based on the programs emitted during one full week. The character of the program proved to be different than that of nationwide and international TV news magazines, and contained more social and practical information for the average viewer (about infrastructure, ordinary people and their problems, cultural events in Łódź and in the surounding region). The editors try to avoid hard political news and controversies, usually remaining closer to infotainment and politainment. The selection of news and topics benefits the program and results in the high quality of this regional TV news magazine.

Hiszpania jest państwem składającym się z 17 wspólnot autonomicznych, które posiadają własne kompetencje w dziedzinie polityki wewnętrznej. Niektóre rządy regionalne wykorzystują więc przyznane im narzędzia i środki w celu kształtowania własnych koncepcji budowania społeczeństwa. Od czasu przyznania autonomii władze Katalonii i Kraju Basków rozpoczęły budowę niezależnych systemów komunikacji masowej. Celem artykułu jest przedstawienie, jak media regionalne przez modele zarządzania i system subwencji stały się częścią polityki tożsamościowej regionalnych rządów.

Spain is a state consisting of 17 autonomous communities; each of them has its own competences in the area of internal policy. Thus, some of the regional governments use the tools and the means, granted as a part of their autonomy, to create their own concept of building a society. Since the autonomy is granted to Catalonia and the Basque Country, their local governments started to build their separate systems of mass communication. The aim of the article is to present, how the regional media became a part of a broader identity policy, by applying management models and subvention systems.

Regional media have numerous functions (e.g. informative, opinion-forming, integrating) towards the local community. It is owing to them that the inhabitants of a given area acquire knowledge about current events from all areas of life in the regional dimension. Sport is a special sphere – information about competitions at the regional level appears only in local media. The article analyses the contents of two Lodz-based media – namely printed press and television – in terms of the presence of information about local sports competitions.

Media regionalne powinny spełniać liczne funkcje (m.in. informacyjną, opiniotwórczą, integrującą) wobec społeczności lokalnej. To dzięki nim mieszkańcy danego obszaru zdobywają wiedzę o aktualnych wydarzeniach w wymiarze regionu ze wszystkich dziedzin życia. Szczególną sferę stanowi sport – informacje o rozgrywkach na szczeblu regionalnym pojawiają się bowiem tylko w mediach lokalnych. W artykule dokonano analizy zawartości dwóch łódzkich mediów (prasa drukowana i telewizja) pod kątem obecności informacji o lokalnych rozgrywkach sportowych.

Ukraina po proklamowaniu niepodległości w 1991 roku rozpoczęła demokratyczne przemiany we wszystkich dziedzinach życia społecznego. Jednym z priorytetowych kierunków stało się reformowanie rynku środków masowego przekazu. Na obecnym etapie rozwoju historycznego można zaobserwować znaczny wzrost roli mediów w rozwoju nowych form demokracji, zwłaszcza w demokratycznej transformacji społeczeństwa ukraińskiego. Media regionalne nadal są jedynym źródłem informacji lokalnych. W kontekście zmian postkomunistycznych społeczeństwa wzrasta rola mediów regionalnych, których transformacja przebiega jednocześnie z odradzaniem się państwowości Ukrainy. Artykuł ten stanowi przegląd problemów dotyczących rozwoju mediów regionalnych na Ukrainie w takich dziedzinach, jak: sfera społeczno-kulturalna, sfera gospodarcza, podstawy prawne funkcjonowania mediów, aspekty ekonomiczne ich funkcjonowania oraz wzajemne relacje między mediami masowymi i polityką.

Ukraine after the proclamation of independence in 1991 started democratic changes in all areas of social life. One of the priority directions of reforming the market has become a means of mass communication. At the present stage of historical development can be observed a significant increase in the role of media in the development of new forms of democracy, especially in the democratic transformation of Ukrainian society. Regional media are still the only source of local information. In the context of changes in post-communist society, increasing role of regional media, the formation of them takes place simultaneously with the revival of Ukrainian statehood. This article provides an overview of the problems regional media development in Ukraine in areas such as: the socio-cultural sphere, the sphere of economic, legal basis for the functioning of the media, the economic aspects of their functioning and the relationship between the mass media and politics.
