The article discusses the issue of centralization tendencies in Poland. It constitutes an attempt to present this process in the context of the functioning of public administration in our country. The main research question is whether centralization was constantly present during the 30 years of creating a new model of public administration in Poland, or whether it was strengthened after 2015. The financial independence of local government units is also a crucial aspect of the analysis. The article correspondingly focuses on the resistance of the government administration during the implementation of local government reforms. Importantly, what is factored in as well is the change in the perception of the position and the role of local governments in the political system after the 2015 parliamentary elections by the new government camp. Analysis of the past provided the precedent premises for strong centralization tendencies, in particular, the traditions of the strong state administration of the Second Polish Republic after the May coup in 1926 and during the People's Republic of Poland

The basic objective of the self-government of a region is to create economic development that leads to the region’s civilizational development. The basic tasks of this self-government, set out in Article 11 of the Act on Regional Self-Government (Polish: usw) are considered its own tasks and are considered public utility in nature. The self-government of a region is then allowed to use various legal instruments to realise these tasks, including commercial law capital companies, especially limited liability companies and public companies which can take the form of regional development agencies, regional guarantee funds and regional loan funds.

Niniejszy artykuł – poświęcony regionalnemu filarowi polityki zagranicznej – podzielony został na dwie części. W pierwszej zarysowano zmiany w zakresie aktywności międzynarodowej regionów europejskich, z uwzględnieniem działalności zagranicznej polskich województw po historycznych przemianach przełomu lat 80. i 90. XX w. Zawarto tu także przegląd wybranych pojęć i terminów używanych do określenia i analizy interakcji regionów z zagranicą. W części drugiej zilustrowano działania regionów na arenie międzynarodowej przykładem samorządu regionalnego województwa opolskiego. Celem opracowania jest potwierdzenie tezy o wzroście znaczenia poziomu subpaństwowego – tu: regionalnego – znajdującego m.in. wyraz w przemianach zachodzących w stosunkach międzynarodowych, zarówno gospodarczych, kulturalnych, jak i politycznych oraz odpowiedź na pytanie: jakie korzyści odnosi województwo opolskie z prowadzonej współpracy międzynarodowej? Ponadto w podsumowaniu zawarto kilka postulatów dla praktyków polityki regionalnej, dotyczących aktywności międzynarodowej województw.

The article is divided into two parts referring to the regional pillar of foreign policy. The first part outlines changes of international activity of the European regions, including international activity of the Polish voivodeships after a historical change in Poland at the turn of 80’s and 90’s of the XX century came about. It is followed by review of the selected concepts and terms applied when describing and analyzing interactions between regions and foreign entities. In the second part a case of the activity of regional self-government of the Opole Viovodeship is studied as an illustration of regional activity within international space. The analysis is aimed at verification of the thesis according to which we can observe a growing importance of an activity on the sub-state level understood as a regional activity, this process being indicated, among others, by transformation of economic, cultural and political dimensions of international relations. Another purpose of the article is to address question of what kind of gains are being derived by the Opole Voivodeship from its international cooperation? In the summary, a several postulates concerning international activity of voivodeships have been proposed for regional policy’s practitioners.

The paper concerns the intersectoral collaboration in social policy. It focuses on the cooperation between regional self-government and local social policy entities. The main goal of this text is to present the factors which affect this partnership. The presented analysis of the relation tries to describe “imponderables” of this relation. It points out the conditionings of collaboration apart from the legal or economic issues. The paper is based on the mixed qualitative (in-depth interviews) and quantitative (paper & pencil interviews) research. It shows the different aspects of the relation amongst voivodships self- government and commune, land district and NGO’s.

Artykuł dotyczy problematyki współpracy samorządu regionalnego z lokalnymi podmiotami polityki społecznej. Jego celem jest zdiagnozowanie uwarunkowań współpracy w odniesieniu do przykładu samorządu województwa wielkopolskiego. Empirycznie opisane zostaną relacje z podmiotami samorządowymi na poziomie gminnym i powiatowym oraz przedstawicielami trzeciego sektora, jako głównymi partnerami województwa w realizacji usług społecznych. Wnioski formułowane są na podstawie badań ilościowych przeprowadzonych techniką wywiadu kwestionariuszowego (PAPI) wśród przedstawicieli lokalnych podmiotów polityki społecznej oraz wywiadów pogłębionych (IDI). Analiza empiryczna poprzedzona jest uzasadnieniem wagi międzysektorowych relacji we współczesnej polityce społecznej, co podjęty problem lokuje w kontekście współczesnych przemian państwa opiekuńczego.
