It is not only growth and development that is of value to local, regional and central governments, but also the ability to absorb negative phenomena and the ability to continuously transform socio-economic systems. Resilience strategies thus serve as a response to the more and more frequent and intense natural, social and economic challenges. In some approaches to urban resilience, special attention is paid to activities undertaken by cities to become inclusive, integrated, robust, resourceful, reflective, redundant and flexible. In regional strategies the emphasis is on diversity, dispersion, mutuality and modularity. The aim of the paper is to synthesise selected qualities of resilient cities and regions into a new model of resilience strategy. It assumes that goals at each level of strategy are formulated according to adaptive interpretation of the resilience concept. Development of such model would enable the use of the concept by practitioners responsible for creating development strategies.

Meeting the challenges of global forces the public authorities, operating at different levels of government and local government to deal with financial problems, the information revolution and environmental issues. Increasingly, a major challenge of modernity are also new problems of a social nature. Entering appropriate solutions requires a meticulous and comprehensive preparation of public administration, which is associated with the development of program documents, which allow development of social policy at all levels of territorial units management. The purpose of this chapter is to analyze and evaluate strategic documents of Małopolska province in terms of solutions in the area of social policy.

Sprostanie wyzwaniom globalnym zmusza władze publiczne, funkcjonujące na różnych szczeblach administracji rządowej i samorządowej, do stawiania czoła problemom finansowym, rewolucji informacyjnej, czy zagrożeniom ekologicznym. W coraz większym stopniu poważnym wyzwaniem współczesności stają się także nowe problemy o charakterze społecznym. Wprowadzanie stosownych rozwiązań wymaga skrupulatnego i wszechstronnego przygotowania administracji publicznej, co wiąże się z opracowaniem dokumentów programowych, które pozwalają kształtować politykę zatrudnienia i rynku pracy oraz politykę społeczną na wszystkich poziomach zarządzania jednostkami terytorialnymi. Many analyses conducted in Greater Poland indicate that the local differences in this region are large and invariable when we take into account e.g. the level of unemployment. That is why in their social and employment strategies regional authorities stress support for local cooperation thanks to which they aim to achieve three main in region goals: 1) increasing the residents’ employment and mobility, 2) coordination of investments in education and lifelong learning, 3) increasing the value of labor relations with social integration and poverty reduction. The assumption is that coordination of both strategies can be better accomplished by providing local authorities with assistance in creating their own paths of local development.

Planowanie polityki społecznej w Wielkopolsce stanowi jedno z głównych zadań celowych samorządu na szczeblu wojewódzkim. Wagę tej problematyki przedstawia przyjęta przez samorząd Strategia Rozwoju Województwa Wielkopolskiego do 2020 r. oraz oddzielne: Strategia Polityki Społecznej i Strategia Zatrudnienia. Strategie te powstały jako regionalne odpowiedniki strategii opracowanych przez Unię Europejską oraz strategii krajowych: Strategii Rozwoju Kraju 2020, Strategii Rozwoju Regionalnego oraz Strategii Rozwoju Kapitału Ludzkiego 2020.
