The article deals with the European Systemic Risk Board as a new institution of regulatory policy of the European Union. The aim of this work is to analyse using the tools and methods used to realize this policy. The European Systemic Risk Board makes up a macro-prudential pillar in supervising the financial system of the European Union. In this research paper, the most important tools for realization of regulatory policy are shown. There are warnings, confidential warnings and recommendations. Next, the author raises the question of the influence of credibility and responsibility of the Board for realization of regulatory policy. In the last part of the article, the evaluation of the realization of the regulatory policy is discussed and some changes are suggested. In the conclusion, the author shows arguments for and against this hypothesis. Artykuł poświęcony jest Europejskiej Radzie ds. Ryzyka Systemowego (ERRS) jako nowej instytucji polityki regulacyjnej Unii Europejskiej. Celem opracowania jest analiza wykorzystania narzędzi, jakimi dysponuje ta instytucja, do realizacji wspomnianej polityki. ERRS stanowi filar działań makroostrożnościowych w nadzorze nad systemem finansowym UE. W opracowaniu zostały przedstawione podstawowe narzędzia, jakimi dysponuje ERRS w realizacji polityki regulacyjnej, czyli zalecenia, ostrzeżenia oraz ostrzeżenia poufne. Następnie autor porusza kwestie wpływu wiarygodności i odpowiedzialności ERRS na realizację polityki regulacyjnej. W końcowej części artykułu dokonuje oceny realizacji polityki regulacyjnej oraz proponuje zmiany. W zakończeniu autor przedstawia argumenty pozytywnie weryfikujące przedstawioną hipotezę oraz ją osłabiające.

The aim of the article is to analyze the determinants and other conditions of the religious policy of the Polish state towards the Methodist Church in the Stalinist period. The author took into account conceptual, programmatic, executive and operational activities undertaken by a complex subject of power, formed by three structures: party, administrative and special services. In his opinion, the liquidation direction of religious policy towards the Methodist Church was determined primarily by two factors: 1) the activity of Methodists in Masuria, which was assessed as “harmful activities” because they were competitive to the activity of the Evangelical-Augsburg Church (in which the authorities placed great hopes for effective repolonization of the native population), 2) strong links between the Methodist Church in Poland and the Methodist Church in the West (United States of America, Canada, Great Britain, Sweden). The liquidationa ctivities have been depicted primarily on the basis of solutions included in the action of special services under the codename “Moda”. The author also explains the reasons for the final resignation from the liquidation policy towards Polish Methodism and the inclusion of the Methodist Church in the direction of the rationing policy.

Artykuł stanowi próbę przedstawienia zarysu analizy polityki regulacyjnej przez pryzmat relacji ujawniających się między podmiotami w procesie regulowania sektora telekomunikacyjnego. Na tle rozbieżności celów tych podmiotów ukazano relacje pojawiające się w procesie regulacji sektorowej, których właściwy kształt wpływa na efektywność przedsiębiorstw sektora oraz dobrobyt konsumentów usług.

The paper presents a trial of the depicting the approach to regulatory policy through the lens of intersubject relations in the process of sectoral regulation. The divergence of aims attached to different actors/subjects in regulated sector is the fundamentals of intersubject relations. The adequate shape of the relations determines the effectiveness of regulated enterprises as well as the welfare of service consumers.

From the 1970s to the end of the 1990s analyses of state, government and society in Western Europe were preoccupied with crisis of governability and legitimacy. Governance began to be regarded as the dominant institutional response to problems of governability. Governance is a term in good currency, but there are too few analyses of the precise extent to which it has or has not eclipsed government. This article explores characteristics of the governance transition taking under consideration that governance often complements and, on some occasion, even compete with government but there are some cases of fusion (policy instruments). This paper offers a discussion on how to asses relations between government and governance. It argues that key element of reforms of regulation in Western Europe was the creation of independent or semi-independent regulatory agencies at the national and European levels. Various reasons have been put forward to explain why governments decide to delegate authority in this way. Yet key questions about agency autonomy and their influence on policy making remain unanswered. This paper critically reflects on claim that the transfer of resources from departments to agencies created differing power-dependent relations between minister, department and agency. It is not clear does the regulatory regime represent a stable arrangements or does it suffer from its own peculiar dilemmas which could affect nature of the states.
