W artykule tym Autor prezentuje krytyczne spojrzenie na niektóre statystyczne aspekty funkcjonowania współczesnej demokracji i proponuje inne od stosowanych obecnie rozwiązania, mające na celu szersze włączenie głosu wyborców w demokratyczny proces wyborczy. Postulat ten zdaje się, zdaniem Autora, wychodzić naprzeciw często wyrażanym oczekiwaniom większego wpływu wyborców na skład lub funkcjonowanie ciał demokratycznych.

The author presents critical views on some statistical aspects of present democracy, and suggests new solutions aimed at more comprehensively including voters’ opinions into the democratic processes. This idea is, in author’s opinion, a response to frequently expressed by general public expectations to have larger impact on the composition and functioning of democratic bodies.
