Special Economic Zone (SEZ) is a separate economic system that is functioning on more favorable conditions compared to the overall economy. The subject of research are SEZs located in Walbrzych and Kaliningrad Oblast. The main task was to compare selected special economic zones in terms of their similarities and differences in functioning. This comparison was based on a detailed analysis of the Walbrzych SEZ and SEZ in the Kaliningrad Oblast. Special economic zones were created as a result of changes in the system of the economy. The study compares the effects of the functioning of zones, such as the size of the investment, the number of investors and the number of jobs. There are clear differences in the functioning of SEZ’s in Walbrzych and Kaliningrad.

Special economic zones (SEZ) have influence on the socio-economic sphere. The aim of creation of the Wałbrzych Special Economic Zone is to stimulate the investment transfer to Poland. Founding the Wałbrzych Special Economical Zone „Invest-Park” (WSSE “Invest-Park”) had influence on eliminating the negative consequences of the fall of industrial plants after the transformation period. The zone has taken the role after the old Walbrzych’s mines. However there are some doubts when it comes to the influence of the zone on the surrounding subregion. First of all the original purpose why the zone was established wasn’t accomplished, because unemployment hasn’t decreased. The aim of this study was to determine the functioning and influence of WSSE “Invest-Park” on the society and the economy of the Wałbrzych subregion in view of the locals. The residents of the subregion were aware that the zone had a positive influence on their region. They were able to point out the advantages resulting from the zone’s functioning and to specify their expectations toward it. In their view the most important measure is to create new jobs and to increase wages of the employees who are working in these companies. Respondents, whose family members are working in the zone have better awareness and knowledge about the WSSE’s functioning. Residents see the zone as a chance for the socio-economic development. The main condition is the appropriate cooperation between the local authorities and the zone’s management.

Specjalne strefy ekonomiczne (SSE) wywierają wpływ na przestrzeń społeczno-ekonomiczną. Stanowią one narzędzie stymulujące napływ inwestycji do Polski. Utworzenie Wałbrzyskiej Specjalnej Strefy Ekonomicznej „Invest-Park” (WSSE „Invest--Park”) wpłynęło na niwelowanie negatywnych następstw likwidacji i upadku zakładów przemysłowych po okresie transformacji. Strefa przejęła rolę dawnych kopalni wałbrzyskich. Jednakże pojawiły się wątpliwości dotyczące oddziaływania strefy na otaczający podregion. Przede wszystkim pierwotny cel, dla którego powołano strefę, nie został osiągnięty, ponieważ nie zmniejszyło się bezrobocie. Celem badań było określenie funkcjonowania i wpływu WSSE „Invest-Park” na społeczeństwo i gospodarkę podregionu wałbrzyskiego w świetle opinii mieszkańców. Mieszkańcy regionu mieli świadomość, że strefa wpływa na niego pozytywnie. Potrafili dostrzec korzyści wynikające z funkcjonowania strefy i określić oczekiwania względem niej. Według nich najważniejszym działaniem jest tworzenie nowych miejsc pracy oraz wzrost wynagrodzeń pracowników zatrudnionych w firmach. Respondenci, których członkowie rodzin pracują w strefie, mają większą świadomość i wiedzę na temat funkcjonowania WSSE. Mieszkańcy podregionu postrzegają strefę jako szansę na rozwój społeczno-gospodarczy. Warunkiem wykorzystania tej szansy jest właściwa współpraca władz samorządowych z zarządem strefy.
