Coal mining in Poland plays a special role in both economic and social life. There are historical reasons for this. The mining industry during the communist era, especially in the 1970s, was used by the authorities as an indicator of economic development and a guarantor of economic stability. This was associated with enterprises operating in the industry having a privileged position, which was made manifest by subsidies and special privileges being given to mine workers. The paper surveys the restructuring process of the coal mining industry since the early 1990s. Consecutive restructuring programs are outlined and evaluated with regard to its economic effect and social impact. The authors consider also the spatial dimension of restructuring and give special attention to the role of trade unions in the restructuring process. Some conclusions based on the hitherto experience are also drawn.

The article was created not only as a summary of the international conference organized under the auspices of the Minister of Finance Leszek Balcerowicz and the Minister of Labour Longin Komołowski on October 23–24, 1998 in Warsaw. It also contains comments and reflections of the author, who was a co-organizer and active participant of this conference. The thematic covers the basic issues of labour market development in the context of economic problems of the passing decade of the Polish transformation. The topics discussed concerned problems such as: labour market flexibility, employee mobility, skills of labour resources and education challenges. The debate also concerned: motivation instruments including payroll (minimum wage) and social benefits policies, that favour of restructuring, increase in the importance of regional policy and local government, and directions of transformation of two special branches of the Polish economic structure: mining and agriculture.

Artykuł nie jest tylko podsumowaniem międzynarodowej konferencji, zorganizowanej pod patronatem ministra finansów Leszka Balcerowicza oraz ministra pracy Longina Komołowskiego w dniach 23–24 października 1998 r. w Warszawie. Zawiera także komentarze i refleksje autorki, która była jej współorganizatorem i aktywnym uczestnikiem. Zakresem tematycznym tekst obejmuje podstawowe zagadnienia rozwoju rynku pracy w kontekście problemów gospodarczych po upływie dekady polskiej transformacji. Dyskutowane zagadnienia dotyczyły takich tematów, jak: elastyczność rynku pracy, mobilność pracowników, kwalifikacji zasobów pracy i wyzwań związanych z kształceniem, motywującej i ochraniającej polityki wynagrodzeń (płacy minimalnej) i świadczeń społecznych sprzyjających restrukturyzacji, wzrostu znaczenia samorządowej polityki regionalnej oraz kierunków przemian dwóch branż szczególnych polskiej struktury gospodarczej: górnictwa i rolnictwa.
