Treścią opracowania jest uzasadnienie tezy, że aby zapewnić społeczno-gospodarczy rozwój krajów Wspólnoty potrzebna jest wspólna, oparta na innowacjach, polityka przemysłowa wykorzystująca płacę godziwą jako instrument harmonizowania społeczno-gospodarczego rozwoju krajów UE. Wyznaczając płacy godziwej taką rolę, w opracowaniu przedstawia się podstawowe źródła i społeczno-ekonomiczne skutki niskich płac pracowników oraz pojęcie i zasady ustalania płacy godziwej, jako instrumentu harmonizowania rozwoju krajów Wspólnoty.

The content of this paper verifies the following thesis: in order to ensure the socio-economic development of the European Union member countries there is a need for a common, based on innovation industrial policy that uses fair wages as an instrument of harmonization of socio-economic development. Setting such a role to fair wage, the study presents the main sources and socio-economic impact of low-wages. The paper describes also the concept of fair wage and principles of setting the level of such wage as a mean of harmonizing the development of the Community.
