In this article the authors analyse the regional peculiarities of Lithuanian rural settlements’ function change. The article pays attention to the methodological problems that appear while analysing rural settlements. Also, in the article it is pointed out the soviet heritage of rural settlements functions’. Apart from that, the article stresses the main factors that influence rural territorial development and the change of settlements’ functions. It was defined that “urbanizing” of economy and concentration of residents around the cities influences the decline of links of residents‘ with the place where they live and where they work. Such situation also determines the decline of functional dependence of rural settlements’. In future it should emerge stronger relations between living and working place. Apart form that, it emerges new and diverse territorial structure that is more dependant on local factors. References 33. Figs 5. Table 1. In Lithuanian, summary in English

This paper presents the opportunities for using local action groups (LAG) as an ideal platform for the initiation of the functional and long-term development of rural regions. Countryside areas in the Czech Republic are facing an exodus of young people and a decreasing level of education. These problems are compounded by the non-conceptual approach to implementing solutions to resolve rural development issues. These problems need to be dealt with at all levels i.e. national, regional and local. The existing measures, mainly legislative and legal support, do not correspond with the importance of the issues at hand. At present, any development plans that are put forward are placed before local governments for approval. The local governments cooperate with LAGs to select those proposals that are realistic and can be supported from limited budgets. Unfortunately, development objectives that have the potential to work in larger territories often face major barriers “from above and from below”. This paper identifies those factors that would make it feasible to use the management staff of local action groups as coordinators in the given region. With their detailed knowledge of the region they are able to assist in targeting various forms of financial support where they are most needed, as well as being able to initiate cooperation at different levels that would contribute to the actual and complex targeting of that support. The management staff of local action groups are also aware that rural development cannot only rely on a wave of subsidies. However, these resources can be used to build a strong partnership between the public, private and non-profit sectors. Prosperous rural regions are those regions in which local businesses function with the support of local governments and where the level of the local (and/or regional) education system is successfully maintained or improved and to which educated people return after their studies in larger towns. LAGs may substantially contribute to the solution of the aforementioned issues.

Social innovation entered the academic discourse several decades ago and has since been seen as a way of tackling existing problems in various contexts. Although an extensive body of research has been conducted into the role of social innovation in urban context, there is still a gap when it comes to studying the role of social innovation in the development of rural areas. In this paper, an attempt is made to look at the role of Local Action Groups (LAGs) and Local Development Associations (LDAs) as promoters of social innovation in rural areas in Austria and Portugal, aiming to understand the role of such organisations and the challenges faced by the latter in promoting social innovation.

Autor stawia w artykule następującą tezę badawczą: „Gospodarstwa domowe na obszarach wiejskich, szczególnie te posiadające niskie dochody, w sytuacji niestabilności finansowej polegają najczęściej na nieformalnych źródłach finansowych”. Weryfikacja postawionej tezy jest dokonana poprzez analizę strategii radzenia sobie z problemem niestabilności finansowej wśród gospodarstw domowych na obszarach wiejskich posiadających niskie dochody, w oparciu o wyniki badań własnych. Wyniki badań wskazują, że osoby zamieszkujące obszary wiejskie, peryferyjne wybierają odpowiedzialne strategie radzenia sobie z niewielkimi wstrząsami finansowymi. W przypadku większych wstrząsów większość badanych nie byłaby w stanie ich pokryć. Oznacza to, że dostęp do odpowiednich narzędzi finansowych mógłby istotnie wpłynąć na potencjał finansowy tych gospodarstw. Ponadto, najistotniejszą rolę w wyjaśnianiu sposobów radzenia sobie z wstrząsami finansowymi odgrywa nie dochód, ale poziom wiedzy i wybrane postawy finansowe.

The main thesis of the article is “Households from rural regions, especially the low-income ones, when dealing with financial instability, use mainly informal financial resources”. The main thesis was verified by presenting results of own research concerning dealing with unexpected financial shocks among households, especially low-income ones, from rural regions of Poland. The results show that responders use mostly responsible strategies when facing with a small value financial shocks. In case of the bigger financial shocks the most of them are unable to cover the costs. It means that the access to the adequate financial products may have a great impact on the level of their financial potential. Besides that, the important factor in explaining the way people handle with financial shocks is not the level of income but the financial literacy level and selected financial attitudes.
