W artykule omawiana jest kwestia wykorzystania metali ziem rzadkich w różnych nowatorskich zastosowaniach i związane z tym strategiczne znaczenie tych pierwiastków dla dalszego rozwoju gospodarki opartej na wiedzy (GOW). W rozważaniach uwzględniono problematykę zagrożeń ekologicznych, wynikających z eksploatacji metali ziem rzadkich oraz funkcjonowania światowego rynku. Wysoka zależność UE od importu metali ziem rzadkich stwarzać może w przyszłości pewne zagrożenia dotyczące ciągłości dostaw.

The article deals with the question of the use of rare earth metals in a variety of innovative applications and related strategic importance of these elements for further development of the knowledge‑based economy (KBE). The discussion included, issues of ecological risks associated with use of rare earth metals and the functioning of the global market. The high dependence of the EU on imports of rare earth metals may pose in the future certain risks associated with continuity of supply.

Zmiany klimatyczne oraz postępujące zanieczyszczenie środowiska wymuszają podejmowanie różnorodnych działań o zasięgu globalnym. Wdrożenie i realizacja programów proekologicznych wymaga niezbędnego finansowania. W 2007 r. na rynku pojawił się nowy instrument green bond. Od tego czasu obserwuje się systematyczny i dynamiczny rozwój tego segmentu rynku kapitałowego. Rozwój dokonuje się pod względem wartości, liczby instrumentów oraz liczby emitentów. W 2016 r. na przedmiotowym rynku pojawiła się pionierska emisja zielonych obligacji skarbowych wyemitowanych przez rząd Polski. Celem opracowania jest charakterystyka zielonych obligacji wyemitowanych przez polski rząd na finansowanie działań w obszarze ochrony środowiska na tle globalnego zielonego rynku dłużnych papierów wartościowych. W opracowaniu przyjęto hipotezę, że rozwój zielonych obligacji skarbowych w Polsce jest zdeterminowany rozwojem globalnego rynku zielonych papierów dłużnych i odpowiedzią na potrzebę intensyfikacji wydatków na programy proekologiczne.

Climate changes and progressing environmental pollution enforce undertaking various actions of the global range. Implementation and execution of pro-environmental programs require appropriate financing. In 2007 a new instrument, referred to as green bonds, appeared in the market. Since that, a systematic and dynamic development of this segment of capital market has been observed. The development takes place in terms of values, a number of instruments and a number of issuers. In 2016 a pioneering issuance of green bonds issued by the Polish government appeared in the market. The objective of the study is to characterize green bonds issued by the Polish government to finance pro-environmental actions against the background of the global green market of debt securities. The hypothesis accepted in the study stated that the development of green bonds in Poland is determined by the development of the global green market of debt securities and is a response to a need for intensification of expenditure on pro-environmental programs.

Celem opracowania jest wyjaśnienie zmian jakie nastąpiły w ostatnich dwóch dekadach na rynku strategicznych surowców, do jakich należą rudy metali stosowanych w metalurgii stali. Uwzględniono w szczególności rudy manganu, chromu, niklu, wolframu, molibdenu i kobaltu. Podjęcie takiego tematu jest uzasadnione z uwagi na niedostatek aktualnych informacji na ten temat w publikacjach geograficznych. Są one obecnie rozproszone w różnorodnych źródłach, m.in. ekonomicznych, geologicznych, dotyczących technologii metali oraz ochrony zasobów. Realizacja podjętego zadania wymaga zebrania w jednym miejscu rozproszonych w różnych źródłach informacji oraz przejrzenia setek prospektów informacyjnych międzynarodowych korporacji górniczych zaangażowanych w ten biznes, dokumentów rządowych, a nawet raportów dotyczących małych i dopiero rozwijających się firm lokalnych. Ich analiza pozwoli także, w drugiej części pracy, na przedstawienie nowopowstających i projektowanych ośrodków wydobywczych

The purpose of this study is to explain the changes that have occurred in the last two decades in the market for strategic raw materials, which include metal ores used in steel metallurgy. In particular, the ores of manganese, chromium, nickel, tungsten, molybdenum and cobalt are considered. Taking up such a subject is justified because of the scarcity of up-to-date information on this subject in the current geographical literature. Such information is currently scattered in a variety of sources including economic, geological, on the technology of metals and on resource protection. Completion of the undertaken task requires gathering in one place information scattered in various sources and reviewing hundreds of information prospectuses of international mining corporations involved in this business, government documents and even reports on small and developing local companies. Their analysis will also allow, in the second part of the work, to present newly emerging and planned mining centers.
