Celem artykułu jest zaprezentowanie problemów w dostępie do finansowania publicznego, z jakimi borykają się pod¬mioty ekonomii społecznej. Artykuł opiera się na analizie literatury przedmiotu oraz materiałów źródłowych, w tym aktów prawnych. Skrótowo przedstawiono w nim polskie uregulowania prawne dotyczące możliwości wsparcia orga¬nizacji pozarządowych przez samorząd gminny i powiatowy, ze szczególnym uwzględnieniem podmiotów ekonomii społecznej. Wyniki analizy skłaniają do postawienia tezy, że w obecnej sytuacji zbyt często forma świadczenia usług publicznych wpływa na możliwości skorzystania z pomocy publicznej. Aktualne rozwiązania utrudniają sektoro¬wi ekonomii społecznej dostęp do publicznego finansowania. W artykule zaprezentowano zarówno legislacyjne, jak i edukacyjno-wdrożeniowe rozwiązania, stanowiące propozycje eliminacji istniejących problemów.

The main goal of the article is to present some problems of the social economy entities with the access to public funds. The article is based mainly on the literature, the writing materials, and legal acts. The article contains the sum¬mary of Polish legal regulations on the possibilities of local government support for non-governmental organizations, especially for social economy entities. The results of the analysis seem to support the thesis that nowadays the form of providing public services too often influences the real chances to receive the public support. Regulations in force make the access to public funds difficult for social economy sector. The author of the article presents also legislative as well as educational attempts made in order to solve existing problems.
