Ensuring security in cross-border trade in the European Union means counteracting threats and facing the challenges of globalization, changes in world trade and the development of the common market. The customs administrations of the Member States play a key role in ensuring the security of cross-border trade. Customs administrations pursue the following goals and tasks: first, a traditional fiscal target (of diminishing importance); second, they play a protective role in preventing dangerous and non-compliant products from entering the EU market. Particularly important is the protective function associated with ensuring the safety and security of the EU industry, the state and society, the natural environment, and the world’s fauna and flora. The aim of the article is to present the institutional security architecture in cross-border trade in goods involving specific institutions along with the tasks falling under their responsibility. Particular attention was paid to the tasks of customs authorities in ensuring security in cross-border trade in goods.

Zapewnienie bezpieczeństwa w obrocie transgranicznym Unii Europejskiej oznacza przeciwdziałanie zagrożeniom i sprostanie wyzwaniom związanym z globalizacją, zmianami w handlu światowym i rozwojem wspólnego rynku. Kluczową rolę w zapewnieniu bezpieczeństwa obrotu transgranicznego odgrywają administracje celne państw członkowskich. Administracje celne realizują następujące cele i zadania: po pierwsze, tradycyjny cel fiskalny (o malejącym znaczeniu); po drugie, pełnią funkcję ochronną, związaną z niedopuszczaniem na rynek produktów niebezpiecznych i niezgodnych z przepisami unijnymi. Szczególnie duże znaczenie przypisuje się funkcji ochronnej, związanej z zapewnieniem bezpieczeństwa i ochrony przemysłu unijnego, państwa i społeczeństwa, środowiska naturalnego, światowej fauny i flory. Celem artykułu jest ukazanie architektury instytucjonalnej bezpieczeństwa w transgranicznym obrocie towarowym obejmującej konkretne instytucje wraz z wchodzącymi w zakres ich odpowiedzialności zadaniami. Szczególną uwagę poświęcono zadaniom organów celnych w zapewnieniu bezpieczeństwa w transgranicznym obrocie towarowym.
