Wśród miast Rosji i Europy, w tym należących do regionu Morza Bałtyckiego, można wyróżnić kategorię miast o populacji 20-50 tys. mieszkańców, co ma szczególne znaczenie dla badań, gdyż jest to granica oddzielająca małe i średnie miasta. Miasta średniej wielkości pełnią różne funkcje w lokalnych systemach osadniczych, zwłaszcza stanowią ośrodki tworzenia regionów społeczno-gospodarczych. Ważnym czynnikiem rozwoju regionalnego jest też aktywny udział miast średniej wielkości we współpracy międzynarodowej z gminami państw granicznych UE. Badanie dotyczy miast średniej wielkości i ich funkcji w pięciu regionach północno-zachodniego okręgu Federacji Rosyjskiej, a regiony społeczno-gospodarcze utworzone przez miasta średniej wielkości są zaprezentowane w formie wizualnej. Analizie poddano pięć miast średniej wielkości w Obwodzie Kaliningradzkim i ich rolę w rozwoju regionu. Zbadano też udział tych miast w projektach współpracy transgranicznej, określając tendencje w stosunkach terytorialnych miast średniej wielkości w regionie z gminami krajów UE w ramach współpracy przygranicznej i transgranicznej oraz korzyści, jakie ta współpraca ma dla regionu.

Semi-medium-sized Towns of the North-West of Russia as Drivers of Regional Development

Among the cities of Russia and Europe, including the Baltic Sea region, it is possible to single out the category of cities (towns) with a population of 20 to 50 thousand inhabitants, which is of particular interest for study, since it is the borderline category between small and medium- sized towns. Semi-medium-sized towns perform various functions in regional settlement systems, especially as centers for the formation of socio-economic regions. Another important factor in regional development is the active participation of semi-medium-sized towns in international cooperation with municipalities of the EU border states. The study deals with semi-medium- sized towns and their functions in five regions of Russia’s Northwestern Federal District, and the socio-economic regions formed by semi-medium-sized towns are visually represented. As an example, five semi-medium-sized towns of the Kaliningrad region are considered, with emphasis on the role of each town in regional development. The author analyses the participation of semimedium- sized towns of the Kaliningrad region in cross-border cooperation projects, identifying tendencies in territorial interactions of semi-medium-sized towns in the region with municipalities of the EU countries undertaken as part of trans-border and cross-border cooperation and benefits this cooperation has for the region.

In the last decades in most European countries urbanization can be observed, characterized by a tendency towards expansion of big cities into their environs with a decreasing number of inhabitants living in urban cores (urban sprawl). The result is networked, poly-centric forms of concentration. These new structures are the result of the changes in the organization of the production process, the increasing role of the service and information based economy and the growing mobility of the population.The aim of this paper is to present the demographic aspect of urban processes in Portugal, in the country as well as in the Lisbon Metropolita Area.

Ukształtowany na terytorium regionu system osadniczy stanowi w geografii społecznoekonomicznej jeden z głównych czynników rozwoju. Szczególną rolę w systemie tym odgrywają miasta,których znaczenie rozpatrywać można z różnych perspektyw. W artykule z perspektywy przestrzennejbadaniom poddano hierarchię i relacje miast w województwie lubuskim. Spośród narzędzi statystycznychwykorzystano regułę wielkości i kolejności Zipfa oraz model grawitacji. Analizę przeprowadzono na podstawie danych za rok 2015. Wyniki badań empirycznych wskazują, że pomimo podobnego zagęszczeniamiast w województwie lubuskim jak ogólnie w kraju system miast w regionie charakteryzuje wyraźnaspecyfika. Obok dwóch największych miast pełniących funkcje regionalne i ponadregionalne, którymi sąZielona Góra i Gorzów Wlkp., duże znaczenie ma problematyka funkcjonowania małych i średnich miastw województwie.

In socio-economic geography any regional settlement system makes one of its majorfactors of development. It is towns that play a specific role in this system, the meaning of which canbe approached from different perspectives. This paper focuses on the hierarchies and relationshipsbetween towns in the Province of Lubuskie seen from the spatial point of view. The volume and sequence rule of Zipf ’s law as well as the gravitation model have been used as the statistical tools. Thedata valid as in 2015 were accounted for in the analysis. Results from the empirical studies show thatdespite a similar urban density in Lubuskie Province and generally across Poland, the town system in theregion is visibly specific. Apart from two largest cities playing a regional and cross-regional function,i.e. Zielona Góra and Gorzów Wlkp., the issue of how small and middle-sized towns function in theprovince comes to the fore.
